We need to make sufficient preparations, strengthen emergency duty, improve response capabilities, and give full play to the role of the "one network unified management" flood and typhoon prevention command system. We should respond quickly, unify command, classify responsibilities, and coordinate responses, and make every effort to minimize the impact of disasters.
The meeting agreed in principle to accelerate the development of innovative strategies for synthetic biology, build a high-end biological manufacturing industry cluster, and promote action plans related to gene therapy technology innovation and industrial development. The meeting pointed out that we should closely monitor the forefront of technology, strengthen strategic layout, and focus on building an industrial highland with global influence. To enhance competitiveness in advantageous areas, strengthen top-level design, highlight key targets, tackle high-precision and cutting-edge key technologies, and create a "nuclear explosion point" for industrial development. To stimulate the innovation ability of scientific research entities, coordinate scientific research resources, gather pearls into chains, expand chains into clusters, vigorously introduce comprehensive, high-level, and leading talents, build high-level new research and development institutions, cultivate high growth technology enterprises, and strengthen the full chain connection from source innovation to industry landing. To enhance the soft power of the development environment, conduct forward-looking policy research, accelerate product research and development, launch and industrial application, while improving regulatory systems and rules, and building a high-quality regulatory system.
The meeting agreed in principle to the Action Plan for Promoting the High Quality Development of Shanghai International Air Cargo Hub and pointed out that Shanghai has initially entered the ranks of world-class aviation hub cities, but there are also shortcomings and shortcomings. To comprehensively enhance the hub level, consolidate the hardware foundation of air cargo hubs, actively strive for international cargo route resources, and quickly form a global route network. Efforts should be made to improve the industrial ecosystem, support the development of leading domestic and foreign enterprises in Shanghai, strengthen institutional innovation, and further enhance the level of air cargo services. We need to accelerate the promotion of green and intelligent transformation, adjust and optimize the transportation and energy structure, use new technologies to improve the digitalization and intelligence level of air cargo facilities, break down information barriers, and enhance the overall efficiency of air logistics services.
