Data shows that there are currently over 5000 enterprises related to study camps and summer camps in China, and the overall scale of the study travel market is expected to exceed 100 billion yuan in the future. The sharp gap between the supply side and the huge market demand side is due to the uneven quality and inadequate service capabilities of related enterprises on the supply side.

Some of these institutions do not have tourism and training qualifications. "In 2012, the Ministry of Education limited the host of summer camps abroad, and China has no legal requirements for admission to summer camps held domestically.". At present, summer camps and study tours have not been included in the scope of market supervision, and there is no clear regulatory body, resulting in a gap in law enforcement supervision, and law enforcement agencies are unable to rely on them.
In addition, due to the strong seasonality of summer camps and study tours, many institutions will temporarily hire a large number of teachers and staff. Most of these institutions do not conduct qualification audits on temporary employees, but only arrange for them to be on duty after simple training. However, it is not easy to organize summer study tours. In summer, there are many extreme climates, high sunshine, rainstorm, thunder, and large temperature difference. The rush of temporary workers makes it difficult to guarantee the services of summer camp institutions.
"Due to the involvement of multiple departments in the supervision of research and learning activities, it is recommended that the market supervision department take the lead and establish a joint law enforcement mechanism with education, cultural and tourism, transportation, public security and other departments." Lu Jingbo suggests that special governance should be carried out in response to the current market chaos, and problems such as unqualified organizers and teachers, operating beyond the scope, false advertising, food safety problems, and insufficient safety equipment should be rectified. From the law enforcement level, institutional behavior should be regulated.
Lu Jingbo also called on enterprises to strengthen industry self-discipline and clarify qualification standards. Develop a series of standards for summer camp activities among industries, including institutional recognition, curriculum design, faculty strength, safety management, and industry evaluation, strengthen supervision and guarantee mechanisms, establish a "blacklist" system, and better regulate the healthy development of the research and learning market.
"Although summer camps fall under the category of holiday activities, it is still recommended that education departments and schools guide students and parents before the holiday, report relevant off campus training institutions and summer camp violations, and help parents increase their awareness of vigilance." said Lu Jingbo.
