At the press conference on flood prevention and disaster relief work in Beijing held today, Xia Linmao, a member of the Standing Committee of the Beijing Municipal Party Committee and Executive Vice Mayor, introduced that through the previous stage of efforts, the hygiene of drinking water and food in the disaster stricken areas has been effectively guaranteed, the polluted environment is being cleaned and disinfected in a timely manner, and the situation of infectious diseases has remained stable. No outbreaks of intestinal infectious diseases have been found.
After the extremely heavy rainstorm disaster in Beijing, the people in the disaster area face the threat of drinking water, food safety and environmental pollution, and there are epidemic risks of intestinal infectious diseases, insect borne infectious diseases and other diseases. As a result, Beijing organized 12800 medical and nursing forces to participate in the medical and epidemic prevention work in the disaster area, transporting more than 3300 injured and sick people, with the oldest being 98 years old and the youngest being twin newborns just a few hours old. Each hospital has organized experts to be on duty 24 hours a day, opening up a green channel to treat the injured and sick. Currently, the patient's condition is stable. Hospitals and community health service centers in the disaster stricken area have resumed diagnosis and treatment, and village clinics are delivering medicine to their homes through various means.
Xia Linmao introduced that in order to ensure the safety of domestic water and food, and to ensure the safety of people's food and drinking water, Beijing has strengthened the overall planning of the city, mobilized more than 150 water supply vehicles from multiple channels to transport water to the village 24 hours a day, and installed large water storage tanks to provide bottled water and packaged food for water cut off villages. Simultaneously organize a professional team to clear, replace, disinfect, and inspect each water plant, water supply pipeline, and self provided well one by one, striving to restore normal supply as soon as possible. Widely promote and educate residents to pay attention to drinking water and food safety, not to drink raw water, not to consume expired or soaked food, and strengthen supervision and inspection. Ensure food and drinking water safety, good ventilation, and toilet hygiene for the centralized resettlement points set up.
Beijing has launched special actions such as community dredging and pest control, organizing and mobilizing more than 170000 party members and cadres and more than 150000 volunteers to carry out environmental cleaning. Simultaneously allocate disinfection supplies to support the disaster area. 148 professional backbones, 160 epidemic prevention teams and 51 disinfection experts were dispatched to the disaster area to ensure scientific and accurate disinfection and sterilization. Efforts should be made to clear and transport household waste, clean and rebuild toilets, and dispose of animal carcasses in a harmless manner.
At present, a comprehensive and multi link disease risk monitoring system has been established in the affected areas, and continuous monitoring of intestinal infectious diseases, symptoms of affected residents, water supply safety, and density of vector organisms such as mosquitoes and flies has been carried out. Postdisaster epidemic risks have been identified and dealt with in a timely manner, and the overall situation is stable. A team of 24 municipal level mental health experts has been organized to go deep into the disaster area, and in collaboration with the 12345 Citizen Hotline, 18 psychological assistance hotlines have been opened, providing services 24 hours a day.
Xia Linmao stated that the next step will be to combine the recovery and reconstruction of the disaster area, continue to adhere to the health and epidemic prevention policy of prevention first, urban linkage, group specialized combination, and group prevention and control, strictly monitor disease and drinking water safety, continue to carry out vector borne biological control and health education, and continuously ensure the physical health and life safety of the people.
