Gong is giving a report at the "Little People's Congress" in Shanghai, stating that achieving the annual goals requires more hard work and the results in the first half of the year are not easy
The fourth meeting of the 16th Standing Committee of the Shanghai Municipal People's Congress was held this afternoon at the World Expo Center. Chen Jining, Secretary of the Municipal Party Committee, attended the meeting. Gong Zheng, Deputy Secretary of the Municipal Party Committee and Mayor, on behalf of the Municipal Government, reports on the city's economic and social development situation in the first half of 2023 and overall considerations for the second half of the year.
Wu Qing, Deputy Secretary of the Municipal Party Committee and Executive Vice Mayor, attended the meeting. The meeting was chaired by Zheng Gangmiao, Vice Chairman of the Standing Committee of the Municipal People's Congress. Vice Chairmen of the Standing Committee of the Municipal People's Congress, Zhou Huilin, Zongming, Chen Jing, Zhang Quan, and Xu Yisong, took seats at the podium.
The results achieved in the first half of the year were not easy to come by, and we are also aware that the year-on-year growth rate of the main indicators in the first half of the year was relatively fast, which not only reflects the growth resilience and development vitality under the guidance of quality and efficiency, but also has the influence of a low base in the same period last year. The current external situation is more severe and complex, and the foundation for rapid economic recovery in our city is still not solid. Achieving the annual development goals requires even more arduous efforts.
Gong Zheng said that in order to do a good job in the second half of the year, we must conscientiously implement the spirit of the Municipal Party Committee Plenary Session, adhere to the "four priorities", take comprehensive deepening of reform as the fundamental driving force, high-level institutional opening as the strategic guidance, strengthen the "four major functions" as the main direction of attack, and promote the urban spirit and character as an important support, accelerate the construction of the "five centers" and a socialist modern international metropolis with world influence. In the second half of the year, we will continue to promote the deepening and implementation of theme education, focus on high-quality development and make efforts to ensure and improve people's livelihoods, resolutely maintain urban safety and social stability, and ensure the completion of the goals and tasks set by the Municipal People's Congress at the beginning of the year.
Gong Zheng also reported on the work of reform and opening up, technological self-reliance and self-improvement, modernization of industrial system, and popular support projects that representatives and committee members are concerned about.
The city leaders who attended the meeting included Li Yangzhe, Zhao Jiaming, Chen Tong, Zhu Zhisong, Zhang Wei, Chen Jinshan, Li Zheng, Hu Shijun, Zhang Xiaohong, Liu Duo, Huayuan, Jie Dong, Shu Qing, Peng Chenlei, Xiao Guiyu, Chen Qun, Jin Xingming, Yu Lijuan, Wu Xinbao, Shou Ziqi, Qian Feng, Jia Yu, as well as veteran comrades Ye Gongqi, Gong Xueping, Jiang Yiren, Feng Guoqin, and Yin Yicui. All representatives of the Municipal People's Congress and members of the Municipal Committee of the Chinese People's Political Consultative Conference, as well as representatives of the National People's Congress and members of the National Committee of the Chinese People's Political Consultative Conference in Shanghai, attended the meeting as non voting delegates.
After the meeting, representative group meetings were also held, and members of the Standing Committee of the Municipal People's Congress and representatives of the Municipal People's Congress attended various representative groups to evaluate the work of the Municipal Government in the first half of this year.
