The Municipal Committee for Comprehensive Deepening of Reform held a meeting this morning.
Gong Zheng, Deputy Secretary of the Municipal Party Committee, Mayor, and Deputy Director of the Municipal Committee for Comprehensive Deepening Reform, attended the meeting and delivered a speech.
The meeting conveyed the spirit of the second meeting of the Central Committee for Comprehensively Deepening Reform, and pointed out the need to closely integrate the implementation of the central reform deployment with the reform tasks proposed in the Third Plenary Session of the 12th Municipal Party Committee. Based on the needs of modernization construction, further improve the reform implementation mechanism of coordination between the upper and lower levels, block by block combination, precision and efficiency, and focus on achieving results in a timely and long-term manner, ensuring progress and success in the reform.
The meeting reviewed and approved the newly revised "Work Rules of the Shanghai Municipal Committee of the Communist Party of China's Comprehensive Deepening Reform Commission", "Work Rules of the Special Group of the Shanghai Municipal Committee of the Communist Party of China's Comprehensive Deepening Reform Commission", and "Work Rules of the Office of the Shanghai Municipal Committee of the Communist Party of China's Comprehensive Deepening Reform Commission". It pointed out that we should stand at the political height of loyal support for the "two establishment" and resolutely achieve the "two maintenance", further strengthen the Party's leadership in comprehensive deepening reform, fully play its functional role, and fully implement the reform and opening up tasks deployed by the central government. We need to listen more to the voices of grassroots frontline workers, master first-hand fresh materials, clarify and understand the problems, provide more support for reform decision-making, and promote the implementation and effectiveness of reform tasks.
The meeting heard a report on promoting long-term balanced population development, pointing out the need to implement the population development strategy in the new era, focus on social needs, urban functions, industrial development, and urban operation, strengthen population monitoring, statistics, and evaluation, further optimize population layout, improve population quality, improve population policies, improve elderly care services, develop elderly care technology, strengthen fertility support, and enhance service support, in order to support Shanghai's modernization construction with high-quality population development.
The meeting reviewed the "Implementation Plan for Strengthening Cost Budget Performance Management in Shanghai" and pointed out the need to deepen the reform of cost budget performance management in accordance with central decision-making arrangements, integrate cost awareness into the entire process of government budget management and performance services, focus on key links such as pre functional evaluation, cost performance process management, quota standard system optimization, and full coverage of financial supervision, strengthen the implementation and tracking of reforms, and promote the comprehensive improvement of financial governance efficiency and government governance capacity.
The meeting heard a report on the promotion of high-quality development of Shanghai's trade in response to new changes in the foreign trade pattern, pointing out the need to deepen the construction of the international trade center, adhere to the combination of short-term and long-term, make good use of the advantages of institutional openness, implement a diversified foreign trade strategy, effectively stabilize the basic situation of foreign trade, vigorously develop new forms of trade, expand and strengthen service trade, especially digital trade, accelerate the transformation and upgrading of the manufacturing industry, grasp the high-end links of the value chain, and continuously build new advantages for high-quality development of trade.
