Beixinjing Building a Digital Transformation "Community Model", Shanghai Releases "Digital Community Guidelines" Shanghai | Humanities | Beixinjing
At the 2023 World Artificial Intelligence Conference "Technology and Humanities - Building an Accessible Intelligent Society" forum held today, the Shanghai Economic and Information Development Research Center, the Science and Technology Commission of Changning District, and the Beixinjing Street of Changning District jointly released the "Digital Community Guidelines - AI Community Practice System of Beixinjing Street in Changning District, Shanghai". This guideline is formulated in conjunction with the practical exploration of Beixinjing's "AI+Community" as the first smart community construction demonstration site in Shanghai, and preliminarily explores a path of accessible and digital construction with Shanghai characteristics.
Beixinjing Street, located in the western part of Shanghai, is a residential community with a high proportion of old residential areas, a clear trend of aging population, and obvious characteristics of "industry city integration". Since the end of 2018, Beixinjing Street has been actively exploring technology to empower grassroots governance and people's livelihood services, focusing on seven new things in people's lives such as health care, property management, cultural and sports, government affairs, finance, transportation, and commerce. It has also explored the application scenarios of artificial intelligence. Over the past five years, it has established a series of "AI+community" demonstration scenarios covering "one brain, two roads, and three communities".
Taking Xinjing Liucun Community as an example, new technologies and concepts such as the Internet of Things, big data, and artificial intelligence have gathered, and the construction of intelligent and inclusive smart community application scenarios has promoted the digital transformation of community life. Through a 24-hour intelligent consultation machine, residents can purchase medication on their own and receive remote medical consultation services from licensed doctors; Linking with the "Body Cube" project, residents can access personal health records, exercise data, and other information by using community fitness equipment.
With the comprehensive promotion of urban digital transformation in Shanghai, Beixinjing Street has launched a new three-year action plan and launched the 2.0 version of the "Seven Things to Open the Door", which includes seven major application scenarios: "living space, smooth travel experience, health and intelligent services, safety protection, precise service delivery, new consumption methods, and cultural and entertainment intelligent enjoyment". For example, the "one click car hailing" at the doorstep of Beixinjing Community has an average of 300 meters, and there is a "one click car hailing" smart screen every 3 minutes of walking, covering residential communities, vegetable markets, community health centers, community service centers for the elderly, and commercial building parks in the jurisdiction. Other scenarios include 24-hour unmanned basketball courts, 24-hour shared charging stations for motor vehicles, and 24-hour digital justice stations.

In promoting the renovation of boutique residential areas, the landing of overhead road lines, and the construction of beautiful neighborhoods, Beixinjing Street has included digital elements and projects as mandatory content, achieving full coverage of a series of updates such as intelligent road gates, intelligent access control, intelligent elevators, intelligent probes, intelligent parking, intelligent car sheds, and intelligent charging piles. In recent years, the street has been awarded the titles of the first batch of "Shanghai Smart Community Construction Demonstration Sites" and "Shanghai Artificial Intelligence Demonstration Application Scenarios", and has been rated by the Ministry of Industry and Information Technology of China as the "Intelligent Empowerment Hundred Scenes" of the Artificial Intelligence Innovation Application Pilot Zone.
Liu Liping, Director of the Beixinjing Sub district Office, said that in the next step, Beixinjing will take the "Guidelines for Digital Communities" as a new starting point, strengthen practical exploration, make the digital base more solid, make digital applications more warm, make digital innovation more dynamic, empower public opinion with numbers, and achieve online and offline integration and complementarity with the 15 minute community's beautiful life circle.
At the forum, the Global Alliance for Digital Accessibility and Intelligent Development was also established.
