Accelerating the Release of Private Economy Development Momentum in Multiple Regions Economy | Enterprises | Economic Development
The Central Committee of the Communist Party of China and the State Council recently issued the "Opinions on Promoting the Development and Growth of the Private Economy", which made significant deployments to promote the development and growth of the private economy, clarifying the path to boost the confidence of private enterprises and promote the development of the private economy. Many regions have recently launched a series of policy measures, focusing on specific issues related to enterprise development, implementing precise and effective measures to accelerate the release of private enterprise development momentum.
Stimulating the Power and Vitality of Private Enterprises
On August 8th, in the production workshop of Hangji Fan Manufacturing Co., Ltd. in Wucheng Economic Development Zone, Dezhou City, Shandong Province, a fan was about to be sent overnight to Xinjiang. The chairman of the company, Zhou Feng, said that the acquisition of these orders was mainly due to the matchmaking efforts of the Economic Development Zone. Hou Zhigang, Deputy Director of the Management Committee of Wucheng Economic Development Zone, told reporters that since the beginning of this year, a dedicated service mechanism has been established in the local area to focus on cultivating and dynamically managing the top 20 private enterprises in industries such as high-end equipment and new materials for tax payment.
The annual amount of risk compensation for inclusive loans has been increased to 1 billion yuan, encouraging private enterprises to actively participate in the construction of artificial intelligence application scenarios, and establishing a "no matter what, no matter what" enterprise service mechanism... The recently issued "Several Measures to Promote the Development and Growth of Private Economy in Guangzhou" provides stable expectations and strong confidence for the development of private economy from the aspects of supporting policies, service systems, and legal environment.
The subtraction of administrative power results in the addition of market vitality. "Reducing the process of handling affairs and the approval process ultimately reduces government power and departmental interests," said Fan Bainai, Vice Dean of the Institute of Public Policy at Zhejiang University. As a major province of private economy, Zhejiang is vigorously implementing the "No.1 Reform Project" to optimize and enhance the business environment, promoting the growth, optimization, and strength of the private economy. In the first half of the year, the newly added private economic entities in Zhejiang increased by 12.2% year-on-year, and the added value of private industries above designated size increased by 7.0% year-on-year, which is 2.3 percentage points higher than the growth rate of industrial added value above designated size in the province.
Focus on development difficulties and pain points
"At present, there are pain points, difficulties, and bottlenecks in the private economy of Jiangsu Province, such as difficulties in technological innovation, talent introduction, lack of coordinated development between industrial and supply chains, as well as difficulties in financing for small and medium-sized enterprises and inadequate implementation of support policies." Jiang Zhaoyi, Vice President of Jiangsu Provincial Institute of Finance, stated.
The difficulty and high cost of financing are also the "heartache" for private enterprises. As of the end of June, loans to private enterprises in Shandong Province had a net increase of 23 billion yuan compared to the beginning of the year, with a balance exceeding 230 billion yuan, an increase of 5 billion yuan year-on-year. The balance and increment ranked first among the four banks in Shandong Province.

Private enterprises are the main force of innovative development. Guangzhou's "20 Measures for Private Economy" proposes to increase the openness of application scenarios in multiple fields such as intelligent manufacturing, smart cities, smart transportation, smart education, and smart healthcare, and support private enterprises to participate in application scenario design and construction. Especially for the first non-compliance of enterprises due to innovation, we will develop industry-specific compliance guidelines, explore the scope of the list, guide them to complete rectification within a limited time, and do not impose penalties in accordance with the law.
"We will further improve policy measures, improve service systems, optimize development environments, and continuously enhance the 'gold content' of the development of small and medium-sized enterprises," said Li Guang, Director of the Industry and Information Technology Bureau of Linqing City, Shandong Province.
At present, there are still problems in the private economy of Shandong Province, such as a shortage of leading enterprises, insufficient innovation vitality, and a biased industrial structure towards traditional heavy chemical industries. Luan Yongqiang, head of the Non Public Economic Development Department of the Shandong Provincial Department of Industry and Information Technology, stated that he will guide and support private enterprises to target the forefront, segmented fields, and market demands of the industry, accelerate the transformation and industrialization of scientific and technological achievements, and enhance the resilience and security level of the industrial and supply chains.
Driven by various favorable policies for enterprises, the added value of private industrial enterprises above designated size in Jiangsu increased by 12.4% in the first half of this year, an increase of 1.7 percentage points compared to the first quarter, providing strong support for the stable and positive development of Jiangsu's economy. "The next step is to further accelerate the construction of a unified domestic market, break down regional barriers, and provide more fair and just treatment to private enterprises in providing inclusive finance and optimizing the business environment, in order to better support the high-quality development of private enterprises." Jiang Zhaoyi suggested.
Boosting confidence and improving expectations
At present, some private enterprises still lack strong endogenous driving force, demand is still insufficient, and expectations and confidence urgently need to be boosted.
Kitchenware is a traditional pillar industry in Shengzhou, Zhejiang, but it is facing bottlenecks in industry development due to weak demand. Therefore, Shengzhou has introduced a digital transformation implementation plan to help private manufacturing enterprises achieve digital transformation as soon as possible.
Buying groceries for users, customizing recipes, and cooking with just one click... A smart kitchen appliance Co., Ltd. located in Shengzhou Economic Development Zone, Zhejiang, offers a wide range of technological products that are eye-catching. "We will apply the Internet of Things and big data technology to kitchen products such as integrated stoves, build digital consumption scenarios, and achieve iterative upgrades of products and services." The company's head said that through digital standardization construction, the quality level of products continues to improve, and the development of enterprises is more resilient and dynamic.

The demands of enterprises are the direction of government efforts. "At present, the 'take action immediately' platform in Shandong Province receives more than 76000 corporate appeals annually. We will optimize the 'direct train' mechanism for corporate appeals to ensure that every appeal is processed in a timely and effective manner," said Xu Wen, Deputy Secretary General and Director of the Office of the Shandong Provincial Government.
"While strengthening the equal protection of the private economy, we will refine the red and bottom lines for the development of the private economy, and achieve the principle of 'doing without prohibition by law'. The person in charge of the Reform Office of the Zhejiang Provincial Party Committee stated that Zhejiang firmly establishes a fundamental position in competition policy, creates a fair competition environment for the private economy, and regards fair competition as an important measure to implement the 'two unwavering'.".
"We will ignite the passion for second entrepreneurship." As a private entrepreneur who has been deeply involved in the manufacturing industry for over 20 years, Guo Xiaoxin, General Manager of Guangzhou Haisew Automotive Parts Co., Ltd., said that the "20 private economy initiatives" inspire the vitality of high-quality development of Guangzhou's private economy. The enterprise will further accelerate its digital transformation and continuously improve its intelligent manufacturing capabilities.
