Since the launch of themed education, the Municipal Transportation Commission has focused on the theme of "innovative development of talent work for industries" and conducted in-depth investigations and research in various industries such as rail transit, shipping, and facility maintenance and operation. "We need to be a good 'matchmaker', further connect resources from various sources such as the government, enterprises, and universities, open up new opportunities, overcome difficulties, and provide practical recruitment for talent work in the industry, and strive to promote the implementation of the 'Transportation Strong Country' strategy," said Yu Fulin, Secretary of the Party Group and Director of the Municipal Transportation Commission.
Guide top talents to root in the industry
"The transportation industry has undergone tremendous changes, and emerging fields such as green, low-carbon, and smart transportation urgently require high-end talents." Industry insiders pointed out that in the past, universities that excel in theoretical models have occupied the forefront of industry research. Nowadays, relevant enterprises have the necessary technological reserves for actual operation, while universities may not be able to smoothly implement research results in the short term due to the lack of application scenarios.
The multi-party cooperation between the government, universities, and enterprises needs to be further strengthened to jointly promote the research and practice of major projects. Dai Lei, Associate Professor of the Department of Transportation Engineering at Shanghai Jiao Tong University, believes that government departments can more clearly propose future industrial planning and needs, and universities can leverage their theoretical and technological advantages to transform school enterprise cooperation from spontaneous to long-term fixation, achieve the adaptation of talents and related research, and actively guide top talents to root in the industry.
"Whoever seizes the forefront of research has an opportunity in the industry." For example, Shanghai Jiao Tong University hopes to obtain more government support in cross sea transportation. "In recent years, China's cross sea transportation has achieved remarkable results, not only breaking through construction technology bottlenecks, but also achieving many world firsts. However, further research and breakthroughs are urgently needed in key technologies of century old quality engineering, intelligent detection and prediction technology, intelligent security prevention technology, etc., to establish a first mover advantage in the industrial chain."
To introduce high-level talents, it is even more important to retain them. Liang Yanfeng, Chairman of COSCO Shipping Technology, pointed out in a survey that most overseas or non Shanghai talents will face personal and family security issues. To ensure that top talents can settle in Shanghai with peace of mind, it is necessary to better meet the sustainable development needs of talents.
"Although we have some guiding opinions, at the practical level, the path can still be clearer. For example, optimizing the direct settlement of young talents, building a talent policy big data center to achieve accurate query of talent policies, promoting the 'one-stop' of talent services, optimizing and integrating service matters and processes, etc." said Liang Yanfeng.
In response to the issues raised by enterprises, the Municipal Transportation Commission will record them one by one and arrange a dedicated team to promote their implementation. "Regarding the optimization of the settlement system for shipping talents and the improvement of the efficiency of 'One Network Service', our committee will coordinate with the Municipal Human Resources and Social Security Bureau to dynamically adjust the list of key institutions in Shanghai's shipping industry, update the 'Shanghai Shipping Industry Shortage Talent Development Catalogue', and strive to further optimize the settlement system for shipping talents and improve the public service level of shipping talents," said Yu Fulin.
Order based training of "blue collar" talents
The 831 kilometer Shanghai subway network leads the world in scale. Its health and safety operations are closely related to the investment of frontline staff. According to data, existing frontline production and service personnel will gradually reach retirement age before 2050, accounting for 80% of the workforce.
"Train drivers, dispatchers, duty officers, and other train operators who need to work in shifts, as well as overhead workers and line workers with high labor intensity who need to work at heights, will not be able to adapt to the work requirements of their original positions as they age," Shanghai Metro stated in the research.
The transportation industry requires both high-end talents and basic technical talents, especially in basic guarantees such as rail transit, ground buses, and facility maintenance. According to feedback from relevant enterprises, in addition to the unreasonable age structure of basic technical personnel, the transportation industry also generally faces the phenomenon of mismatch between practical training resources and operational networks.
There is a gap between the existing training resources and the layout of the Shanghai Metro Longyang Road Training Base and the actual needs of the super large road network. The training workstations are relatively insufficient, and the allocation of training resources is not balanced enough, especially in terms of fully automatic operation training, which needs to be further enriched.
The Shanghai Urban Operations Group, which is responsible for urban road maintenance and operation, has also raised similar demands. "At present, our training matrix is still relatively single, and we need to break through institutional barriers, further integrate industry resources, and create more flexible and diverse training bases. For example, if we obtain training certificates here, can they be universally used in the industry throughout the city, forming the main battlefield for industrial workers' training."
Targeting the scarce positions of "blue collar" talents and conducting "order based" training is the next approach to solving the problem. Sun Linjun, a second level inspector of the Municipal Transportation Commission, introduced that currently, Shanghai is coordinating industry service resources and forming an industry education integration community mainly composed of Shanghai Transportation Vocational and Technical College. Members such as Jiushi Bus, Shentong Metro, and Tunnel Co., Ltd. have joined in. Integrate course content, teaching methods with production practice through joint enrollment between schools and enterprises. "The school sets up majors and courses in an order based manner according to the job requirements of the enterprise. In other words, entering the school is equivalent to entering the enterprise."
In terms of practical training bases, the convergence of multiple resources will form a greater synergy. For example, Shentong Metro Group will strengthen the comprehensive utilization of its own land resources such as vehicle depots. Shanghai Transportation Vocational and Technical College actively seeks support from the Municipal Education Commission and cooperates with Shentong Metro Group to build a practical training base to improve software and hardware teaching conditions.
