Jiefang Daily's Shangguan News reporter learned today from the Shanghai Urban Renewal Sustainable Development Forum held by the Shanghai Municipal Planning and Resources Bureau that 10 renewal units in Shanghai are piloting the "three teacher joint creation" mechanism of responsible planners, responsible architects, and responsible assessors.
The "Three Teachers Joint Creation" mechanism aims to explore and solve the pain points and bottlenecks faced in the process of urban renewal, such as difficulties in fund balance and functional improvement. Moreover, traditional urban renewal projects are more focused on land parcel renewal itself, with limited consideration for functional connections and public space linkage in surrounding areas, and weak overall and systematic planning at the regional level.
The relevant person in charge of the Shanghai Municipal Planning and Resources Bureau introduced that in urban renewal projects that introduce the "Three Teachers Joint Creation" mechanism, responsible planners, responsible architects, and responsible assessors should form a joint force, play a role in overall planning, professional planning, rational evaluation, and accompanying services throughout the entire process, and promote the comprehensive cost balance, regional development balance, and close to far linkage balance of urban renewal, thereby driving the quality improvement, brand shaping, and value manifestation of the entire region.
Among them, professional planners conduct long-term tracking, provide full process service for regional planning, and improve spatial quality. The architect responsibility system will select pilot units to fully leverage the leading role of design in illuminating the future, improve the overall quality of the region through high-level design, reshape functions, and recreate the style.
The role of an appraiser is rarely seen in the public eye, but it is also crucial. Traditional evaluation work is mainly based on land prices, but with social development and changes in concepts, the value of urban space is no longer limited to the single dimension of land. On the basis of the traditional land price oriented land appraiser system, the Shanghai planning department has formed the urban renewal responsibility appraiser system. In terms of land and housing resource valuation, comprehensive consideration is given to the combination of multiple elements such as function, space, history and culture, and the fusion characteristics of multiple elements, in order to maximize the exploration of regional value.
At present, Shanghai has selected 10 urban renewal units from four districts with heavy urban renewal tasks, including Huangpu, Xuhui, Jing'an, and Hongkou, to carry out the "Three Teachers Joint Innovation" pilot project, involving the second facade of the Bund, the old city area, the Xuhui Hengfu area, and the Jing'an Shimen Second Road. At present, 10 update units have formed the concept design scheme of "Three Teachers Joint Creation".
