On August 28th, the renewal agreement for the demolition and reconstruction of old houses in Fengnan Village was officially signed. As of 18:00 on the 28th, a total of 1772 households had been signed, with a consent rate of 97.74%. On the first day of signing, a high proportion of them met the conditions for the agreement to take effect, ushering in a "red start"!

This is the largest demolition and reconstruction project in Shanghai this year, and also the largest demolition and reconstruction project in the city since the implementation of the Shanghai Urban Renewal Regulations.

Fengnan Village Community was built in the 1950s, with a total of 35 houses and 85 gatehouses, involving 1794 households and 19 non residential households. The community has a low-lying terrain, outdated facilities, incomplete functions, multiple shared coal and sanitation facilities, a harsh living environment, and safety hazards. Residents have a strong demand for renovation.

64 year old Zhi Aifang and her family live in a one bedroom household facing north with an area of 14.5 square meters. In 1997, through allocation, he moved out of the house he shared with his in laws and uncles, and had an independent room and his own home. Not only was the family satisfied, but it was also enviable.

After 2000, residents who had the conditions moved out and bought houses. Most of the new neighbors rented houses, and there was little care for public kitchens and bathrooms, resulting in a deteriorating environment.

There are many mice, and sometimes when cooking, mice pass through in front of them. I have had two mice in my house, but I couldn't catch them and didn't dare to sleep. My daughter was afraid to use the restroom.

The typhoon caused heavy rain all over the country, and a village in Fengnan had a low terrain. My home often got flooded, and the floor was soaked. Later, after renovation, the situation improved. The ground floor is already damp, and Aunt Zhi's joints are not good. My family bought a dehumidifier and kept it on every day, sucking in a bucket of water every day, and the air conditioning was basically set to dehumidification mode.

After more than 20 years of not being exposed to the sun, Auntie Zhi always has to take her clothes to the neighbor's house on the third floor to dry. We have good relationships and take care of each other. Finally looking forward to the old renovation, Aunt Zhi wants to live higher so that she can be closer to the sun.

On March 29, 2023, the first round of written consultation for the demolition and reconstruction project of Fengnan Village was officially launched. With the positive response of residents in Fengnan Village, the first round of intention solicitation was launched on April 28th, achieving an important milestone victory of 100% agreement rate 7 days in advance. On August 14th, the project officially launched a second round of pre signing, which exceeded the effective conditions of the agreement by 95% in just 12 days, surpassing the acceleration of Yangpu urban renewal.

Early in the morning, Aunt Fan looked at the signing rate and was very clear that this old renovation was improving living conditions. The area exclusively used for coal and sanitation was slightly larger, which did not affect the application of low rent, affordable housing, public rental housing, etc. by households in need. At the same time, according to the detailed control plan, educational land will be reserved in the neighborhood, and a standardized primary school will be proposed to fully enhance the education level in the region.

It is reported that in order to provide residents with a comfortable living environment, relevant departments have merged and sorted out 128 types of housing in Fengnan Village based on their original housing types, orientations, and areas. Through extensive consultation with residents, targeted improvements have been made to housing types, such as adding loft housing types, optimizing the layout of large living rooms according to the standard of fully exposed large living rooms, and changing end user housing types to fully exposed housing types. Finally, 20 types of resettlement housing have been designed. Not only are the kitchen and bathroom sets used independently, but the living area has also increased.

The latest signing rate has been set at 97%, and residents cannot suppress their inner joy, witnessing this moment together.

Next, Yangpu will make every effort to promote the renovation work of "two old and one village". Through the work strategy of "one community, one plan", the project implementation will be rolled forward, and the remaining 134000 square meters of incomplete housing renovation tasks will be fully completed in ten years, striving to create a new and livable appearance that matches the Yangpu People's City model room.
