What is the fundamental difference between it and the previous generation of technology?" On July 6, at the Summer President's Forum held by the Shanghai Municipal Social Federation, centering on the theme of "digital technology development and social governance", Huang Xiaochun, president of the Shanghai Community Development Research Association, said that the digital technology we are talking about today is a new generation of digital technology that is aggregated by big data, advanced algorithms, etc., and has the ability of intelligent instant perception. It has a completely different form from the previous generation of Internet ICT general technology, which will likely promote the reform and development of the whole society.

Huang Xiaochun pointed out that in the field of social governance, the intelligent real-time perception ability of the new generation of digital technology is crucial. It greatly improves the resolution of information mastery by governance departments, thereby improving the level of refinement of governance.

"Many traditional statistical data are not real-time data, but cross-sectional data or average data up to a certain point in time. Today's new generation of digital technology has put our records of human behavior into a state of real-time action perception, where they can be recorded as soon as they occur. At the same time, through rapid information transmission capabilities, they can enter databases, allowing governance departments to evaluate and analyze dynamic phenomena in the field of governance more clearly." Huang Xiaochun explained.

Collaborative production of data is another important feature of the new generation of digital technology. Huang Xiaochun pointed out that today's databases are becoming increasingly open systems jointly built by multiple parties. The stacking and interaction analysis of multidimensional databases has enabled governance departments to grasp the overall situational awareness ability, thereby improving the comprehensive allocation of resources and risk monitoring ability.

Not only in the field of social governance, but from a more macro perspective, digital technology is driving the transformation of the global governance system, and the competition for the dominant position in the development of digital technology has become a key issue in the competition among major powers.

Chen Dongxiao, President of the Shanghai Society of International Relations, cited a large number of cases and elaborated on the fundamental path of digital technology shaping international governance from three levels: micro, meso, and macro. He pointed out that the basic goal of major countries in the digital technology game today is to control key elements such as computing power, algorithms, and data to gain political, economic, and security power in the digital space, thereby maintaining their leading position in competition. At present, the focus of computing power competition is the manufacturing capability of high-end chips. It can be said that the competition between China and the United States around digital technology constitutes the main line of current competition between China and the United States.

"The digital age has become the most important era background for contemporary international relations research, changing the research object of international relations and will also change the discipline of international relations itself." Chen Dongxiao believes that in the future, research in the discipline of international relations should establish close connections with regional and national studies, pay attention to the relationship between digital technology and security, and explore the combination of digital technology issues and existing international relations theories.

Fu Changzhen, Vice President and Secretary General of the Shanghai Ethics Society, believes that the new generation of digital technology represented by artificial intelligence is not only providing convenience for humanity, but also shaping it. The two sides are in a two-way relationship of intelligence empowerment, symbiosis, and mutual prosperity. Technology is a powerful tool for development and may also become a source of risk. Technology needs to develop, ethics must come first. The technology and ethics in the digital age have a two-way construction process, and it is necessary to clarify the essence and boundaries of technology and establish a framework for technological ethical governance.

When it comes to the ethical forms in the era of artificial intelligence, Fu Changzhen pointed out that firstly, we need to rebuild the science of humans in the technological era and reshape the ethical system centered on human science; The second is to return to traditional ethical wisdom and seek theoretical and ideological resources, explore the contemporary value of Chinese traditional ethical wisdom, and achieve creative transformation and innovative development.
