Huang Xiaochun explained.

Huang Xiaochun pointed out that today's databases are becoming increasingly open systems jointly built by multiple parties. The stacking and interaction analysis of multidimensional databases has enabled governance departments to grasp the overall situational awareness ability, thereby improving the comprehensive allocation of resources and risk monitoring ability.
Not only in the field of social governance, but from a more macro perspective, digital technology is driving the transformation of the global governance system, and the competition for the dominant position in the development of digital technology has become a key issue in the competition among major powers.
Chen Dongxiao, President of the Shanghai Society of International Relations, cited a large number of cases and elaborated on the fundamental path of digital technology shaping international governance from three levels: micro, meso, and macro. He pointed out that the basic goal of major countries in the digital technology game today is to control key elements such as computing power, algorithms, and data to gain political, economic, and security power in the digital space, thereby maintaining their leading position in competition. At present, the focus of computing power competition is the manufacturing capability of high-end chips. It can be said that the competition between China and the United States around digital technology constitutes the main line of current competition between China and the United States.
"The digital age has become the most important era background for contemporary international relations research, changing the research object of international relations and will also change the discipline of international relations itself."
