"The introduction of the new regulations is based on two backgrounds." The relevant person in charge of the Zhengzhou Housing Security and Real Estate Management Bureau introduced that starting from July 21st, the central and provincial governments have issued a series of opinions to promote the stable and healthy development of the real estate market. Hefei, Yangzhou and other places have introduced relevant policy measures, and first tier cities such as Beijing and Guangzhou have also expressed their willingness to adjust to meet market needs; Secondly, the growth rate of sales area of commercial housing in Zhengzhou from January to July was higher than the national average and first tier key cities, which can further promote market recovery.
The reporter noticed that the 15 new housing regulations are full of dry goods, which is commendable:
Firstly, we support young talents in Zhenganju. Young talents, including those from junior college to doctoral degree, who purchase a house and complete the deed tax payment within the specified time, can enjoy the original housing subsidy and receive a 100% deed tax subsidy for their purchase.
Secondly, Zhengzhou City has launched a housing subsidy for families with multiple children, providing a one-time monetary subsidy of 20000 yuan for families with two children and 30000 yuan for families with three children. "This measure is currently being implemented early and with great intensity in important cities in China," said the person in charge.
Thirdly, in this new policy, Zhengdong New Area and Huiji District will be listed as pilot areas for "sales of existing houses", which means that in the future, the "hard and hard" rule of "hand over money and hand over houses" will be implemented for purchasing commercial housing in Zhengzhou.
It is also reported that the original provision that "housing purchased after May 3, 2017 within the administrative area of Zhengzhou City shall not be listed or transferred for less than 3 years from the date of obtaining the Real Estate Ownership Certificate" has been suspended.

In order to implement the decisions and deployments of the Central Committee of the Communist Party of China, the State Council, the Provincial Party Committee and the Provincial Government, better meet the rigid and improved housing needs of residents, and promote the stable and healthy development of the real estate market in our city, after research by the Municipal Government, the relevant matters are hereby notified as follows:
1、 Support young talents in Zheng Anju. Young talents who come to Zhengzhou for employment within 3 years after graduation and purchase newly-built commercial housing in Zhengzhou for the first time between now and December 31, 2023, and complete the deed tax payment, will receive a 100% deed tax subsidy from the development zone and district/county on the basis of enjoying the original youth talent's housing subsidy.
2、 Implement a housing subsidy policy for families with multiple children. Families who have a second or third child in accordance with the national fertility policy and have underage children, and who purchase new commercial housing in Zhengzhou and complete the payment of deed tax between now and December 31, 2023, will receive a one-time monetary subsidy of 20000 yuan for second child families and 30000 yuan for third child families from the development zone and district/county finance.
3、 Implement a subsidy policy for purchase deed tax. For those who purchase newly-built commercial housing in Zhengzhou and complete the payment of deed tax between now and December 31, 2023, each development zone and district/county can provide a certain proportion of purchase deed tax subsidies based on the actual situation, which will be issued in monetary form in a lump sum.
4、 Meet the demand for improved housing. For those who purchase improved housing, the original housing shall be temporarily suspended from the implementation of the Zheng Zheng Ban [2017] No. 58 document, which stipulates that housing purchased after May 3, 2017 within the administrative area of Zhengzhou City shall not be listed or transferred for less than 3 years from the date of obtaining the Real Estate Ownership Certificate.
5、 Provide financial credit support. Implement a dynamic and long-term mechanism for adjusting the interest rate of personal housing loans for newly issued first homes, and timely adjust the lower limit of commercial loan interest rates for newly issued first homes in our city based on evaluation results. Implement the policy of "recognizing houses but not loans" to better meet the needs of basic and improved housing.
6、 Increase support for housing provident fund. Timely introduce policies for housing provident fund withdrawal and loan support, and implement differentiated preferential support policies for families who have two or more children and one underage child, as well as families who use provident fund loans for the first time to purchase improved housing.
7、 Reduce housing transaction taxes and fees. From October 1, 2022 to December 31, 2023, for those who repurchase their own housing within one year after selling it, they will be eligible for a tax refund on the personal income tax already paid on the sale of their current housing. If the amount of newly purchased housing is greater than or equal to the current housing transfer amount, all personal income tax already paid will be refunded; If the amount of newly purchased housing is less than the transfer amount of the current housing, the personal income tax already paid for the sale of the current housing shall be refunded according to the proportion of the newly purchased housing amount to the transfer amount of the current housing. The income obtained from the transfer of personal use for more than five years and being the only household living property is temporarily exempt from personal income tax. Individuals who purchase housing for more than 2 years for external sales are exempt from value-added tax.

8、 Stabilize housing consumption expectations. Encourage commercial banks in Zhengzhou to lawfully and orderly adjust the interest rates of existing personal housing loans, guide the downward trend of interest rates and down payment ratios of personal housing loans, and stabilize consumer expectations.
9、 Promote the sales of existing commercial housing. We will steadily promote the pilot project of "selling existing houses" for commercial housing, and focus on promoting one pilot project each in Zhengdong New Area and Huiji District.
10、 Improve the quality of commercial housing. Increase the supply of low-density and high-quality residential land, promote the construction of three-dimensional ecological buildings, promote the intensive, supporting, refined, and green development of housing construction, and comprehensively improve the quality of new commercial housing.
11、 Accelerate the promotion of both leasing and purchasing. Actively cultivate specialized and large-scale housing rental enterprises, raise housing rental housing resources through various channels such as new construction, renovation, and stock revitalization, and build a multi-level long-term rental housing supply system. Actively guide state-owned platform companies and social capital as investment entities to purchase eligible stock housing for affordable rental housing and talent apartments.
12、 Steadily promoting the transformation of urban villages and urban renewal. The housing expropriation involved in urban village renovation and urban renewal is mainly implemented through monetization methods such as purchasing commercial housing and issuing resettlement housing tickets. For resettlement houses that have not yet started construction, monetary resettlement should be the main approach.
13、 Standardize intermediary services for second-hand housing transactions. Strictly implement the clear pricing system of brokerage institutions, and strictly prohibit the manipulation of brokerage service fees. Accelerate the construction of real estate supermarkets, create an open and transparent market environment, and encourage real estate brokerage institutions to provide one-stop services and one-time fees.
14、 Implement preferential policies for installment payment of land payments. Add a bank guarantee as a performance guarantee for bidders participating in land bidding activities. Development projects that pay land fees in installments according to preferential policies have already paid no less than 50% of the land transfer fee. Before obtaining the land real estate certificate, they can apply for the construction project planning permit procedures; According to the requirements of Zheng Zhenghui Ji [2022] No. 13, it is possible to apply for a construction permit for construction projects, and intervene in quality and safety supervision in advance.
15、 Trial implementation of pre-sale for underground parking spaces. If the overall acceptance of underground parking spaces and garages in real estate development projects that are not civil air defense projects is qualified, the pre-sale permit can be processed simultaneously with the commercial housing.
