From 2002 to 2019, the defendant Zheng Guoxue took advantage of his position as Deputy Director and Director of the Management Committee of Jilin Economic and Technological Development Zone, as well as a member of the Standing Committee of the Jilin Municipal Party Committee, as well as his power and status to provide assistance to relevant units and individuals in enterprise operation, fund settlement, engineering contracting, loan guarantee, job transfer, personnel employment, etc. He illegally received property from others, totaling more than RMB 14.13 million.
2、 The fact of abuse of power
In 2011, during his tenure as the director of the Jilin Economic Development Zone Management Committee, the defendant Zheng Guoxue decided to increase the appraisal value of Jilin Sanjin Mining Co., Ltd.'s assets by inflating the value of inventory stones by RMB 6 million. As a result, the Jilin Economic Development Zone Land and Housing Collection Management Bureau expropriated the company's assets for RMB 28.01207224 million, and in 2014, the actual payment was RMB 2551207.224 million, causing a national economic loss of RMB 3.5 million.
From 2015 to 2016, the defendant Zheng Guoxue, while serving as the director of the Jilin Economic Development Zone Management Committee, knowingly knew that the annual production of 100000 tons of bio organic fertilizer from the 400 tons of sludge treatment plant of Jilin Province Wodesong Biotechnology Co., Ltd. did not meet the conditions for central infrastructure investment fund allocation and violated the Jilin Province Basic Construction Fund Management Regulations. He decided to allocate the company's financial funds of RMB 24 million, of which RMB 5.370924 million was not used for project construction, resulting in national economic losses of RMB 5.370924 million.

The Intermediate People's Court of Yanbian Korean Autonomous Prefecture believes that the defendant Zheng Guoxue's behavior has constituted the crime of bribery, and the amount of bribery is particularly huge; As a staff member of a state organ who abuses his power and causes significant losses to public property, the circumstances are particularly serious. His behavior has constituted the crime of bribery and the crime of abuse of power, and he shall be punished for multiple crimes in accordance with the law. Although Zheng Guoxue was able to truthfully confess to some of the bribery and abuse of power that the investigating authorities had already mastered after arriving at the case, and voluntarily confessed to the facts of bribery and abuse of power that the investigating authorities had not yet mastered, he confessed and repented. However, considering that most of his stolen funds had not been returned, he was punished in accordance with the law. The court then made the above judgment.
