According to a report by Hangzhou Media Hangzhou Network on July 27th, in the era where everything can be live streamed, it is necessary to mention Yuhang, the "First E-commerce District of Hangzhou". Recently, the Department of Commerce of Zhejiang Province released data on the province's online retail sales for the first half of 2023, with Yuhang District ranking first in the province with a total of 104.375 billion yuan.
The report mentioned that as an important economic indicator of the e-commerce industry, online retail sales reflect the overall state of the e-commerce industry in a region. Looking back at the "promotion" journey of online retail sales in Yuhang District, from ranking fourth in Zhejiang Province in 2019 to jumping to second in 2020, and then to ranking first in the province in the first half of 2023, the e-commerce industry in the district has burst with unexpected vitality.
In recent years, Yuhang has attracted and cultivated a number of mainstream platform e-commerce, live streaming e-commerce, and brand e-commerce with its advantage of being the first in the digital economy. Among various districts and counties in Hangzhou, Yuhang has consistently ranked first in total online retail sales for three consecutive years, making it the true "Hangzhou E-commerce First District". Thanks to its strong development resilience, Yuhang became the only county in the province to be listed as a direct reporting point for e-commerce policies by the Ministry of Commerce last year. As of now, there are over 50000 e-commerce market entities and over 400000 employees in Yuhang, making it a "golden business card" of Hangzhou's digital economy.
According to reports from Zhejiang media, prior to this summit, Yuhang had been ranked first in total online retail sales for three consecutive years in the Hangzhou district; We have over 50000 e-commerce business entities and over 120000 employees. Why was Yuhang promoted to the "Zhejiang E-commerce First District" in the first half of this year? An industry insider said that the uniqueness of Yuhang lies in its complete industrial chain and ecosystem, which are among the top in the country.
From the perspective of platform, with the signing and settlement of Kwai Zhejiang Center this year, Yuhang has gathered three e-commerce platforms of "Taokuaishuo", as well as e-commerce unicorn enterprises such as Grand Search, Zihi Pot, and the adoption of a cow;

So what aspects of Yiwu, which has been surpassed by Yuhang and lost its position as the "first e-commerce zone in Zhejiang", need to be strengthened? According to the "Fifth Inspection Group of the Provincial Party Committee Feedback to the Municipal Party Committee of Yiwu" released by the "Yiwu Release" WeChat official account on the evening of July 26, the inspection group of the Zhejiang Provincial Party Committee pointed out problems and rectification directions in many aspects.
According to the deployment of the Zhejiang Provincial Party Committee Inspection Work Leading Group, on July 19, 2023, the Fifth Inspection Group of the Provincial Party Committee reported the inspection situation to the Yiwu Municipal Party Committee. Wan Yawei, the leader of the Fifth Inspection Group of the Provincial Party Committee, provided feedback on the inspection situation to Wang Jian, the Secretary of the Yiwu Municipal Party Committee, and the leadership team of the Yiwu Municipal Party Committee.
Wan Yawei pointed out in his feedback that overall, the Yiwu Municipal Party Committee is able to implement the central decision-making and provincial party committee deployment, promote the construction of the "World Small Commodity Capital", the Yiyongzhou Open Corridor, and the inland open hub city. The main responsibility of comprehensively and strictly governing the Party has been strengthened, the construction of Party conduct and clean governance and anti-corruption work have been improved, and the political ecology is improving.
The inspection also found some problems, mainly: the political position of the Municipal Party Committee is not high enough, the awareness of serving the overall national strategy with a global perspective is not strong enough, the reform pilot work of building the "World Small Commodity Capital" and promoting free trade pilot zones is not practical enough, and the leading role of the surrounding counties and districts is not fully played. There is not enough emphasis on the transformation and upgrading of traditional manufacturing industries, and there is still a gap in promoting common prosperity first. There are still shortcomings in ensuring and improving people's livelihoods.
The security work for eliminating risks is not tightly grasped enough, and the shortcomings in public security management are more obvious. The resolution of petitions and labor disputes is not effective enough. The implementation of democratic centralism by the Municipal Party Committee was once abnormal, and the "first responsibility" for managing the Party and governing the Party was empty and blurred, with insufficient emphasis on grassroots Party building work. The effectiveness of promoting the "three non corruption" policy is not significant enough, and there are still loopholes in risk prevention and control in key areas. There is a high risk of attracting investment and promoting clean governance, and problems such as bidding in the field of engineering construction are prominent. The efforts to rectify the "four winds" are insufficient, and the problem of "micro corruption" at the grassroots level is still prominent.
At the same time, the inspection team has also received clues reflecting some issues of leading cadres, and has forwarded them to relevant departments such as the Provincial Commission for Discipline Inspection, the Provincial Supervision Commission, and the Provincial Party Committee Organization Department for processing in accordance with regulations.
Wan Yawei proposed four suggestions for rectification:
One is to enhance the awareness of "two safeguards" and resolutely and timely implement the requirements of major central decisions and provincial party committee deployments. We will deepen and implement the reform of national brands based on international standards, innovate and promote the construction of the "World Small Commodity Capital" and inland open hub cities, solidly promote the innovation driven, transformation and upgrading of traditional industries, and the improvement of inefficient land use. We will comprehensively promote high-quality development, prioritize common prosperity, and high-efficiency regional governance.
The second is to implement the political responsibility of comprehensively and strictly governing the Party, and create a highland for building integrity. Members of the leadership team must strictly discipline themselves, assume their responsibilities, and manage their jurisdiction. Deepen the construction of clean units, strengthen supervision and management of key areas, key links, and key positions. The Municipal Commission for Discipline Inspection and Supervision should strengthen political supervision, strengthen petitions and reports, and investigate and handle problem clues.
The third is to strengthen the political construction of the leadership team and build a loyal and responsible cadre team. Play an exemplary role, solidly strengthen the construction of the leadership team, strictly implement the political life system within the Party and the decision-making system of "three priorities and one major". Further increase the training of professional and young cadres, and improve the mechanism for the substantive role of party organizations in the "two new" organizations.
The fourth is to improve the overall coordination of organizational leadership and solidly promote the implementation of inspection and rectification. The Municipal Party Committee should fulfill its main responsibility for inspection and rectification, and the Secretary of the Municipal Party Committee, as the first person responsible, should personally carry out the rectification of key issues; Members of the leadership team should conscientiously fulfill their dual responsibilities, fully participate in the entire process, take full responsibility, and comprehensively rectify. The Municipal Commission for Discipline Inspection and Supervision should strengthen supervision and inspection, and form a closed loop of rectification and supervision work.
