On the morning of June 6th, the website of the Central Commission for Discipline Inspection and the National Supervisory Commission announced that Xiong Jianguo, former special credit manager of the Jiangxi Branch of the Agricultural Development Bank of China, is suspected of serious violations of discipline and law and is under investigation.

It is understood that Xiong Jianguo had previously worked at the Agricultural Development Bank of China Shangrao Branch and Jiangxi Provincial Branch, serving as the Vice President of Jiangxi Provincial Branch, and represented the branch multiple times in various strategic cooperation and poverty alleviation activities.

Former Vice President of Jiangxi Province Branch

According to the disciplinary inspection and supervision team of the Central Commission for Discipline Inspection and the National Supervisory Commission stationed at the Agricultural Development Bank of China and the Jiangxi Provincial Commission for Discipline Inspection and Supervision, Xiong Jianguo, former special credit manager of the Jiangxi Branch of the Agricultural Development Bank of China, is suspected of serious violations of discipline and law. He is currently undergoing disciplinary review by the disciplinary inspection and supervision team of the Central Commission for Discipline Inspection and the National Supervisory Commission stationed at the Agricultural Development Bank of China and investigation by the Nanchang Municipal Supervision Commission in Jiangxi Province.

Public information shows that Xiong Jianguo once worked at the Agricultural Development Bank of China Shangrao Branch, and later served as the Vice President of the Jiangxi Provincial Branch for many years. He has represented the branch multiple times in various strategic cooperation and poverty alleviation activities. In addition, Xiong Jianguo is also one of the spokespersons for financial institutions of the Agricultural Development Bank of China Jiangxi Branch, which has been publicly announced by the Jiangxi Provincial Government.

During the event, Xiong Jianguo repeatedly stated that the Agricultural Development Bank of China will leverage its advantages such as long loan terms, low financing costs, comprehensive institutional settings, and excellent financial services to implement various national policies, strengthen financial services, fully leverage the important role of policy banks in supply side structural reform, and support the sustained and healthy development of the economy and society.

In April 2019, Jiangxi Rural Credit Union and Agricultural Development Bank Jiangxi Branch signed a strategic cooperation agreement on rural revitalization. Kong Falong, then Secretary of the Party Committee and Chairman of the Jiangxi Rural Credit Union, attended the signing ceremony. Li Yanlin was administratively dismissed in 2018 and later appointed as the Senior Administrative Deputy Manager of the branch. He retired in May 2021.

According to reports, Zhang Mei has various problems such as illegally issuing loans and resulting in huge non-performing loans, illegally leaking recruitment exam questions, conspiring with others to build and sell office space to subordinate units, etc., which is a typical example of "relying on finance to eat finance" and wanting to become an official while also getting rich.
