Human beings living together in the global village are increasingly becoming a community of shared destiny with each other. The new historical trend poses new demands for global human rights governance. China's human rights cause has achieved historic achievements and opened up a path for the development of human rights with Chinese characteristics. The vivid and rich human rights practices in China not only provide national experience for other countries to explore the path of human rights, but also contribute Chinese wisdom and solutions to improve global human rights governance.

Since the beginning of the 21st century, threats such as hunger, poverty, war, terrorism, environmental pollution, and climate change have overlapped, posing deep challenges to the protection of human rights in various countries and global human rights governance. The global outbreak of the COVID-19 epidemic shows that mankind needs to work together in order to effectively respond to global risks and challenges.

This major concept takes the objective fact that countries are interconnected and interdependent as its logical starting point, the basic consensus on risk sharing and human destiny in the process of globalization as its basic consensus, and the path of cooperative development and rights protection for all mankind as its direction. It highlights the era's pursuit of common prosperity and benefits, common construction and sharing, balance and inclusiveness, and peaceful coexistence. It has since been written into multiple United Nations documents and has become an important component of the international human rights discourse system.

The path of human rights realization driven by development is a requirement of the times to promote the improvement of global human rights governance. Adhering to development is the absolute principle and the fundamental experience of the continuous progress of China's human rights cause.

The current world economy is facing challenges such as high inflation, geopolitical conflicts, and energy and food security, with countries, especially developing countries, facing multiple difficulties. In April this year, UN Secretary General Guterres warned at a development financing forum that the 2030 Agenda for Sustainable Development is becoming a "mirage". China advocates the concept of "promoting development through cooperation and promoting human rights through development" and has put forward global development initiatives, which are particularly meaningful at present. Peace is a prerequisite for development. China has proposed a global security initiative, advocating for safeguarding human rights through security, respecting the sovereignty and territorial integrity of all countries, and pursuing the path of peaceful development to create a peaceful environment for the realization of human rights.

Adhering to multilateral governance under the leadership of the United Nations is an important foundation for promoting the common development of the world's human rights cause.

For a long time, unilateralism and hegemonism have continuously eroded the authority and fairness of the global human rights governance system. In this context, China advocates that the global human rights governance structure should reflect the trend characteristics of international political multipolarity, global economic globalization, democratization of international relations, and diversity of world civilizations. China supports the joint participation of developing countries in the structural transformation of global human rights governance, continuously enhancing the democracy and breadth of participation of international human rights institutions, enhancing the representation and discourse power of developing countries in global human rights governance, and sharing the benefits brought by global human rights governance with all countries, so as to establish a fair and reasonable global human rights order.

Civilization differences should not become a source of conflict, and inclusiveness and mutual learning are the sustainable driving force for the development of human rights civilization. The Universal Declaration of Human Rights advocates for openness, inclusiveness, and mutual learning among civilizations. One of the important principles in the field of international human rights is the principle of non discrimination. One of the important contents of China's global civilization initiative is to advocate for all parties to respect the diversity of world civilizations. However, some countries do not recognize the diversity of civilizations, do not respect the right of people of all countries to choose their own development paths, interfere in the internal affairs of other countries under the banner of so-called "human rights" and "humanity", instigate color revolutions, cause conflicts and turmoil, trigger humanitarian crises, and become the source of chaos in today's world.

Different countries, civilizations, and ethnic groups should have equal exchanges, learn from each other, complement each other's strengths and weaknesses, and make progress together. Jordanian writer Samir Ahmed said that China actively advocates the construction of a community with a shared future for mankind, which will promote exchanges and mutual learning among different civilizations, and promote the orderly and healthy development of the global human rights governance system.

"Safeguarding human rights through security, promoting human rights through development, and promoting human rights through cooperation" - these are the correct proposals for China to promote the improvement of global human rights governance.
