The proposal of these policy measures is in line with the needs of the flourishing development of the current scientific and technological front, and responds to the call of young scientific and technological workers, which can be said to be timely.
To reduce the burden of non scientific research, it is necessary to compress transactional work from the root and encourage young scientific and technological talents to bravely shoulder the burden of scientific research. The Measures propose that "technology project management should adhere to a result oriented approach, simplify processes, and improve the research assistant system in higher education institutions and research institutes." "The proportion of young scientific and technological talents under the age of 40 serving as project leaders and backbone should not be less than 50% in principle.". Reducing virtual work and compacting burdens can not only solve the practical problems faced by young scientific and technological workers, establish a good goal orientation, but also provide institutional guarantees for cultivating scientific and technological hard power.
To reduce the burden of non scientific research, we need to accelerate the reform of the evaluation mechanism for scientific and technological talents. The evaluation of scientific and technological talents is a fundamental system for talent development and an important part of deepening the reform of the scientific and technological system, with significant guiding significance. The Measures require that "the number of papers and talent titles should not be used as evaluation indicators for institutions, and avoid being decomposed into assessment and evaluation indicators for young scientific and technological talents.". This is a prescription for solving the "four only" problem of relying solely on academic papers, professional titles, academic qualifications, and awards. Relevant units should come up with implementation measures to create a good research output and innovation environment.
To reduce the burden of non scientific research, we must follow the objective laws of scientific research activities. The Measures clearly require that young scientific and technological talents in scientific research positions participate in non academic affairs activities no more than one day per week, and more than 80% of their working time is used for scientific research and academic activities. Administrative departments and state-owned enterprises and institutions are generally not allowed to borrow frontline scientific research personnel to engage in non scientific research work. This ensures the research time of young scientific and technological talents in terms of details and systems, which helps to create an independent and relaxed research environment.
Good policies need to be implemented in opposite directions. On the one hand, all levels of units and departments should closely cooperate to ensure the implementation of the spirit of the two documents; On the other hand, young scientific and technological talents should seize and make good use of opportunities, devote themselves to scientific research and light equipment, and bravely climb to new heights on the path of technological innovation to achieve better results.
