During this round of heavy rainfall, the flood disasters in Shangzhi City and Wuchang City in Harbin were relatively severe. On the afternoon of the 4th, more than 90 firefighters were busy working in front of the gate of Hope Middle School in Shangzhi City. They used shovels to shovel sand and put it in bags, and built a row of sandbag embankments in front of the gate to prevent floods from entering the campus. Zhang Libo, deputy leader of the Harbin Forest Fire Brigade, told reporters that the team immediately began rescue operations after arriving in Shangzhi City on the afternoon of the 3rd. "I haven't slept a full night for several consecutive days," Yu Yangyang, a firefighter from Mudanjiang Fire Brigade, told reporters. In recent days, he has been transferring trapped people, and in some places where vehicles cannot reach, people have waded into the water and walked there. Some elderly and disabled people have difficulty moving, and multiple firefighters have adopted relay carrying methods.

On the 4th, the flood control emergency response in Mudanjiang City was raised to level 2. The relevant person in charge of the Civil Affairs Bureau of Mudanjiang City introduced that two elderly care institutions, including 53 elderly people and 14 staff, have been transferred in Mudanjiang City, and other elderly care institutions have been supervised to strictly implement the 24-hour duty system during the flood season. In case of any sudden disaster, they should be dispatched and reported in a timely manner.
