Harbin, August 16 (Xinhua) - Recently, Heilongjiang has been affected by typhoons "Dussuri" and "Kanu", resulting in multiple heavy rainfall. Harbin, Mudanjiang and other areas have been hit by floods.
Since mid July, due to the influence of strong convective weather, Shangzhi City in Harbin has been experiencing continuous heavy rainfall. From August 2nd to 4th, the precipitation reached over 50 millimeters per day. Xingye Village in Yabuli Town, Shangzhi City is located south of the mountainous area. Rainwater is concentrated from the mountain for a short period of time, causing roads to be washed away and crops to be submerged. The two reservoirs in the jurisdiction are prone to dam collapse, posing a threat to the safety of the people and the surrounding railways.
"Once the moat is washed away, the flood will directly pour into the reservoir, and the consequences will be unimaginable." When the flood situation was severe, Gang Yujie, the party branch secretary of Xingye Village, immediately organized villagers to rush to the scene to reinforce the moat on the south side of the reservoir. In a critical situation, in order to investigate the situation, he was the first to jump down, collect soil, pack bags, fill the water outlet... Two hours later, without stopping for a moment, Gangyu Jie's face turned pale, his whole body was soaked, his clothes were covered in mud and water, and he sat on the ground exhausted.
On the late night of August 2nd, the rain grew heavier and the water level in the reservoir continued to rise. After on-site discussions, Gangyu Jie decisively decided to mobilize excavators to discharge the flood. The water flow was turbulent, and he sat in the cab of the excavator. The machinery spun in the water several times. He resisted the pressure and opened the flood discharge channel. At this time, the water level was only a few tens of centimeters away from the top of the dam.

When the reporter recently met Wu Lei at a temporary resettlement site in Changting Town, Hailin City, Mudanjiang, he was arranging for villagers to move in in an orderly manner. Typhoon Dussuri has had a significant impact on Changting Town, with many houses flooded and farmland destroyed. Before the typhoon arrived, Wu Lei and his colleagues gathered the masses at the resettlement site. Since entering the flood season, he has been busy on the front line of flood control for more than 20 consecutive days.
A local villager told reporters that he witnessed Wu Lei fall due to difficulty walking on the road during the process of transferring people, and then limp on the road for a period of time. "At that time, we all felt very sorry for Mayor Wu, who was a good cadre of our party!" said the villager.

Since August 4th, State Grid Mudanjiang Power Supply Company has established 43 Communist Party member assault teams and 21 Communist Party member service teams. More than 600 Party members are distributed at the disaster site in heavily damaged towns and villages, conducting centralized power restoration and repair.

In Changting Town, which was severely affected by the disaster, party members and employees braved the wind and rain, overcame adverse factors such as bad weather, complex construction environment in mountainous areas, and washed out roads and bridges. They waded through turbulent water currents, shouldered, carried, and hauled emergency repair materials, and made every effort to restore power supply.
"After the flood, all of our party members stood up in the fight against floods and electricity, and the people went wherever they needed," said Hu Kaiyuan, Secretary of the Party Committee and Deputy General Manager of State Grid Mudanjiang Power Supply Company.
