The Ministry of Agriculture and Rural Affairs and the Ministry of Emergency Management recently jointly issued a notice on the emergency use of drainage and irrigation machinery and equipment to carry out disaster relief and rush to drain accumulated water in the fields, deploying agricultural production and disaster relief work to minimize losses caused by disasters.
Affected by Typhoon No. 5 "Dusurai", the Yellow River and Huaihe River, North China and Northeast China suffered continuous rainstorm or heavy rainstorm, and some farmland formed large areas of ponding, which harmed the crops in the field. At present, the No. 6 typhoon "Kanu" is heading north, and the affected area overlaps with "Dussuri". The strong wind and rainstorm brought by it may have a serious impact on agricultural production.
Disaster situations are orders, and disaster relief is responsibility. In the face of disasters such as ponding in the fields caused by typhoon and rainstorm, all regions must deeply understand the extreme importance of doing a good job in agricultural disaster reduction, take disaster reduction as the overwhelming task in the current three rural areas, strengthen organization and leadership, quickly push the work force to the front line, timely deploy drainage and irrigation machinery and equipment to carry out disaster relief work, and resolutely win the battle of agricultural disaster reduction.
The Notice requires the agricultural and rural departments to quickly understand the degree of disaster, the types and quantities of urgently needed drainage and irrigation machinery and equipment, and deeply mobilize and effectively utilize agricultural machinery service organizations and existing drainage and irrigation machinery and equipment in the agricultural and rural systems to carry out production and disaster relief. On the basis of accurately grasping the disaster situation, we adhere to the principle of "calling nearby" to win time for timely drainage of accumulated water in the fields. If the number of local emergency water pumps and other drainage and irrigation machinery and equipment is insufficient, it is necessary to negotiate with the emergency management department to organize and implement cross regional emergency calls. Strengthening organizational leadership, scientifically and accurately allocating resources, and maximizing the satisfaction of disaster relief needs in affected areas are the fundamental guidelines for related work.
The Notice emphasizes that the agricultural and rural departments should fully play the role of the main force in agricultural machinery emergency operations, and organize agricultural machinery emergency operation service teams to rush to the front line to carry out drainage operations. At the same time, we should actively mobilize social forces to participate in agricultural disaster relief, call on the production and sales enterprises of water pumps and other drainage and irrigation machinery and equipment in our jurisdiction, take priority supply measures, and help the affected areas increase the number of small water pumps and other drainage and irrigation equipment, and improve drainage capacity. In the face of disasters, various regions must strengthen their organizational and combat capabilities, unite and mobilize various positive factors and forces, work together as one, and make every effort to do a good job in agricultural disaster relief and disaster reduction.
Agricultural disaster relief work is being carried out in an orderly and steady manner. In severely affected areas such as Quanzhou, Putian, Fuzhou, and Ningde in Fujian, local emergency management departments have fully utilized drainage and irrigation machinery and equipment such as water pumps to carry out field drainage operations. 75000 acres of water and silt have been drained and cleared, and 38000 acres of seedlings have been washed and stabilized. The Beijing Agriculture and Rural Bureau urgently negotiated with the Emergency Management Bureau overnight to prepare drainage equipment and organize agricultural machinery cooperatives to carry out field drainage operations. Efforts will be made to accelerate the drainage of farmland in disaster stricken areas, strengthen field management, and ensure that agricultural production resumes as soon as possible after the disaster.
This year, extreme abnormal weather has occurred frequently, and agricultural departments in various regions must strengthen their bottom line and extreme thinking, take extraordinary and super strong measures, and do a good job of "bottom support, bottom protection, and bottom protection". All regions should adhere to the unity of agricultural disaster relief and production restoration, ensure continuous and uninterrupted agricultural production, and make every effort to stabilize the good momentum of agricultural and rural development, laying a strong foundation for achieving a bountiful autumn harvest.
