In order to increase the supply of guaranteed rental housing, the Beijing Municipal Commission of Housing and Urban Rural Development has issued a notice on soliciting intentions to implement projects for affordable rental housing in our city from the public, exploring the establishment of the first reserve project library for guaranteed rental housing in Beijing. Projects that are included in the fundraising plan for the construction of guaranteed rental housing and have obtained a certificate of recognition for guaranteed rental housing projects can enjoy relevant support policies such as land, taxes, and finance.
It is understood that in the "14th Five Year Plan" for housing security in Beijing, it is proposed that during the "14th Five Year Plan" period, Beijing will focus on the goal of providing housing for all, with solving the housing difficulties in mega cities as the center, vigorously develop affordable housing, effectively alleviate the housing problems of new citizens, young people and other groups, and strive to build and raise 400000 units of affordable housing.
According to the "Guidelines for the Construction of Affordable Rental Housing in Beijing", affordable housing mainly consists of small units with a building area not exceeding 70 square meters. The project needs to be fully renovated and delivered, equipped with basic living facilities. Among them, non residential existing buildings should be renovated into dormitory type rental housing, and complete sets of commercial housing should not be constructed; The rental housing for the construction of supporting land in industrial parks is mainly dormitory type. If the existing housing is converted into rental housing, the upper limit of the single unit construction area can be appropriately relaxed.
The projects solicited for Beijing this time are divided into two categories: new construction and fundraising. New construction projects refer to the renovation of currently idle or inefficient non residential buildings such as commercial offices, hotels, factories, warehouses, scientific research and education into rental housing, or the construction of rental housing using eligible self owned land, collective land, supporting construction land and other existing land. Fundraising projects refer to the conversion of social stock housing and various resettlement housing not included in the construction plan of affordable housing into affordable rental housing projects, or the inclusion of market-oriented rental apartments and dormitories that have been rented out, have clear ownership, meet fire safety and structural safety requirements into the reserve of affordable housing projects.
This application work adopts two methods: centralized collection and regular collection. The centralized solicitation period will end on July 31, 2023, and after August 1, it will enter the normal solicitation stage. For projects submitted during the centralized solicitation stage, the Beijing Municipal Commission of Housing and Urban Rural Development will accelerate service integration and simplify work procedures in accordance with corresponding procedures. Those that meet the conditions will be included in the fundraising plan for affordable housing construction this year, and relevant policy support will be provided after obtaining the certificate of recognition for affordable housing projects. Projects declared during the regular solicitation stage that meet the conditions will be included in the annual reserve project database, and further evaluated before being included in the subsequent promotion plan.
During the solicitation period, the Beijing Municipal Commission of Housing and Urban Rural Development will evaluate the intended implementation projects in conjunction with relevant departments in the city. Projects that meet the conditions will be included in the annual construction fundraising plan and enjoy relevant support policies.
Projects that have been included in the fundraising plan for the construction of guaranteed rental housing and have obtained the recognition certificate for guaranteed rental housing projects can enjoy the following support policies:
Simplify the approval process. Establish a green approval channel for guaranteed rental housing, streamline approval items and processes, improve approval efficiency, and in principle, all project approval procedures are handled by the district administrative department.
Land support policies. Projects that utilize non residential existing buildings for renovation shall not change the nature of land use or make up for the land price during the period of use as guaranteed rental housing; For projects constructed using self owned land, if the land use needs to be changed according to regulations, the land price may not be paid, and the original allocated land can continue to be allocated in the same way.
Tax and fee support policies. Projects that utilize non residential stock land and non residential stock buildings for renovation shall enjoy tax incentives such as housing rental value-added tax and property tax in accordance with current regulations. Urban infrastructure construction fees shall be waived for guaranteed rental housing projects. During the effective period of project recognition, water, electricity, gas prices, and heating fees shall be executed according to resident standards.
Financial support policies. The operating unit of the guaranteed rental housing can apply to financial institutions for financial capital support by pledging the project operation right and the construction land use right, as well as the ownership of the above ground buildings and other attachments. The project strategic support banks include multiple banks such as China Development Bank, China Construction Bank, Agricultural Development Bank of China, and China Merchants Bank.
