The Danzhou Haitou Station on the Hainan Island Ring High Speed Railway has been built for many years but has not been put into use. Some netizens have inquired about the progress of the Haitou Station's opening through the "Leadership Message Board" on People's Daily.
On July 14th, the Development and Reform Commission of Hainan Province replied that the opening of the Haitou high-speed railway station around the island is conducive to facilitating passenger travel and promoting regional economic development. In order to implement the suggestions of the commentator, the Provincial Development and Reform Commission has adopted various methods to communicate and negotiate comprehensively with the railway department. However, the railway department believes that the main reason currently restricting the opening of Haitou station is that the daily passenger flow of Haitou station is less than 100 people, and the railway department has suffered serious losses since its opening and operation.
The response stated that in order to meet the opening conditions of Haitou Station, the following work needs to be done: firstly, further improve the municipal supporting facilities around Haitou Station. The local government needs to increase the development of land around the station to attract passenger flow and create conditions for the opening of Haitou Station. The exit route is 953.14 meters long, and the station square covers an area of approximately 370 acres, including road engineering, transportation engineering, urban square, drainage engineering, electrical engineering, and other ancillary engineering.
The building area of Haitou Station is 1989.35 square meters, with one underground floor and one above ground floor. The structural form is a reinforced concrete frame structure and a steel grid roof. The station is in the form of an offline platform, with a maximum gathering capacity of 400 people. The construction area of the platform canopy is 7200 square meters, and the structural form is a reinforced concrete frame structure.
A deputy mayor of Haitou Town People's Government previously introduced that the establishment of Haitou Station has special significance. However, with the official opening and operation of the western line of the Hainan Island Ring High Speed Railway on December 30, 2015, the Yintan and Baimajing high-speed railway stations in Danzhou were put into use, but the Haitou station has not been put into operation.
In 2017, the Development and Reform Commission of Hainan Province revealed in response to the proposal of the Danzhou delegation to open the West Ring High Speed Railway Danzhou Haitou Station that the railway department believed that the main reason currently restricting the opening of Haitou Station was that the West Ring High Speed Railway had just been put into operation, and due to factors such as geographical location and passenger flow market demand, the operation of the opened stations was very uneven. Among them, stations such as Fushan, Jianfeng, and Yintan sent less than a hundred passengers per day. Compared with the aforementioned areas, Haitou Town is located in a more remote area, with relatively inconvenient transportation and limited station suction capacity. If Haitou Station is opened, it is expected to result in an annual loss of 5 million yuan for the railway department, putting immense operational pressure.
The response stated that in order to meet the conditions for opening the Haitou Station, it is necessary to accelerate the construction of the Zhubijiang Bridge project, increase the cultivation of high-speed rail passenger flow in the region, and provide government financial support. Among them, when the West Ring High Speed Railway added the Haitou Station, it proposed synchronous planning and construction of the Zhubijiang Bridge. After the bridge is completed, it will connect Haitou Town in Danzhou City to Haiwei Town in Changjiang County, while also taking into account the travel needs of the people of the two towns, employees of the Changjiang Nuclear Power Plant, and the general public, and maximizing the absorption of passenger flow in the surrounding areas of the station.
The Transportation Bureau of Danzhou City also responded to the suggestions of the Municipal People's Congress in 2021, stating that the opening of the Haitou High speed Railway Station was decided by Guangdong Hainan Railway Co., Ltd. Our bureau has also repeatedly suggested to the provincial government through the Municipal People's Congress that the company should open it as soon as possible. The company stated that due to factors such as the passenger source and operating costs of the Haitou High speed Railway Station, there are operating losses and it has not been opened. If it needs to be opened, Danzhou City needs to support the operation loss subsidy of about 5 million yuan.
Public information shows that the construction of the Zhubijiang Bridge has started and is expected to be completed by the end of 2023. After completion, the bridge will connect Haitou Town in Danzhou City to Haiwei Town in Changjiang County, taking into account the travel needs of the people of the two towns, employees of the Changjiang Nuclear Power Plant, and passengers, and maximizing the absorption of passenger flow in the surrounding areas of the station.
