The national adjustment ratio will be determined based on 3.8% of the monthly per capita basic pension for retirees in 2022. Each province determines its own adjustment ratio and level based on the national adjustment ratio as the upper limit.

Zhongxin Finance and Economics has noticed that several provinces, regions and cities including Ningxia, Liaoning, Henan, Hebei, Jiangxi, and Tianjin have officially announced the 2023 pension adjustment rules.

Retirees who have completed retirement procedures and received basic pension on a monthly basis before December 31, 2022, can participate in this year's pension increase.

How to calculate the amount of pension increase?

Some retirees may think that if their pension increases by 3.8% this year, then directly increasing their pension base by 3.8% is the amount of pension increase, but in fact, this algorithm is not correct.

How to calculate the specific adjustment of pension? According to the requirements, the pension adjustment in 2023 will adopt a combination of quota adjustment, linked adjustment, and appropriate tilt, and achieve unified adjustment methods for retired personnel in enterprises and government institutions.

That is to say, the amount of pension increase is calculated according to the steps of "quota adjustment+linkage adjustment+tilt adjustment".

Among them, quota adjustment refers to the unified increase of the same amount of pension for all types of retirees in the same region, reflecting social equity. Taking Hebei as an example, its quota has been adjusted to 40 yuan.

Linkage adjustment refers to the dual linkage with individual payment years and pension levels, reflecting an incentive mechanism of more and longer payments. This allows employees who have paid more and longer contributions while in service to receive relatively more increases when adjusting their pension. Hebei clearly states that the payment period will increase by 1 yuan per month for every full year of payment; According to my monthly basic pension payment of 1.4% in December 2022, the basic pension will be increased monthly.

Proper tilt reflects key care, mainly for elderly retirees and groups in remote and difficult areas, who can receive appropriate increases in pension benefits.

Taking the Hebei pension adjustment plan as an example, if retirees have a payment period of 30 years and a pension of 3000 yuan, and do not enjoy preferential adjustment, the pension that can be increased is: fixed amount adjustment of 40 yuan+payment period linkage adjustment of 30 × 1 yuan+pension linkage adjustment of 3000 × 1.4%=112 yuan.

Who can increase their pension more?

From the pension adjustment plans released in multiple regions, it can be seen that the main beneficiaries of preferential adjustments are elderly retirees, retirees from difficult and remote areas, and retired military cadres from enterprises.

Taking Ningxia, the first country to announce a pension adjustment plan, as an example, individuals aged 70 to 75 will receive an additional 10 yuan in basic pension per month, individuals aged 75 to 80 will receive an additional 15 yuan in basic pension per month, and individuals aged 80 and above will receive an additional 20 yuan in basic pension per month.

In addition, the basic pension for each person in the first category of difficult and remote areas will be increased by 10 yuan per month, and for each person in the third category of difficult and remote areas, the basic pension will be increased by 15 yuan per month; If the basic pension level of enterprise retired military cadres after adjustment is lower than the average basic pension level of enterprise retirees in the autonomous region, it shall be supplemented to the average basic pension level of enterprise retirees in the autonomous region.

It is not that every retiree in enterprises and government agencies is directly adjusted based on their respective basic pension level at a ratio of 3.8%. For each retiree, due to differences in payment years and pension levels, the actual absolute amount of increased pension varies, corresponding to different proportions of personal pension.

The Tianjin Human Resources and Social Security Bureau also explained that the above increase is an average increase, and it is not simply an adjustment of 3.8% for each retiree. The specific adjustment standards for each individual are related to their payment years, pension level, age, and other specific circumstances.

When will the increased pension be disbursed?

At present, many regions have specified that the increased pension payments will be received before July 31st.

It should be noted that the timing of distribution may vary in different regions, but for retirees, no matter when they start organizing distribution, they will be reissued from January 1, 2023.

The Tianjin Human Resources and Social Security Bureau stated that the basic pension increased by this adjustment will be disbursed before July 31st, and the adjusted and increased pension from January to June this year will be supplemented.

At present, there are places where reissues have been made. According to the official website of the Ningxia Department of Human Resources and Social Security, 731600 retirees have received their basic pension increases in 2023, which were fully disbursed on July 8th, with an average monthly increase of 148 yuan per person.
