What's going on?, Shandong Lanxiang has been included in the list of abnormal business operations. What's going on
Recently, Shandong Lanxiang Education Technology Group Co., Ltd. was listed on the list of abnormal operations by the Tianqiao District Market Supervision Administration of Jinan City due to failure to disclose its annual report within the prescribed time limit, causing online attention.
According to the Qichacha APP, the company was established in April 2021 with a registered capital of 25 million RMB. Rong Lanxiang, Chairman and Dean of Shandong Lanxiang Technician College, serves as the legal representative and major shareholder. Rong Lanxiang, Rong Xiaolong, and Zhang Qiuxia jointly hold shares, and their business scope includes education consulting services, enterprise headquarters management, and investment activities with their own funds.
The Research Institute of Rule of Law Network called Lanxiang Technician College regarding this matter, and the other party stated that they do not understand the specific situation and will forward the interview request to relevant personnel. As of the time of publication, no response has been received.
In February 2014, the State Council issued the Reform Plan for the Registered Capital Registration System with State Council Document No. 7 (2014), proposing to change the annual inspection system of enterprises to the annual report disclosure system of enterprises. Enterprises shall submit annual reports to the industrial and commercial authorities within the prescribed time limit on an annual basis through the National Enterprise Credit Information Publicity System, and publicly disclose them to the public. Any unit or individual can access them.
According to Liu Jun, a member of the Lawyer Expert Database of the Rule of Law Daily and a partner of Beijing Kangda Law Firm, in accordance with Article 17 of the Interim Regulations on Enterprise Information Disclosure and Article 70 of the Implementation Rules of the Regulations on Market Entity Registration and Management, enterprises that fail to publicly disclose their annual reports within the prescribed time limit will bear varying degrees of legal responsibilities, such as fines, being listed in the list of abnormal business operations or being listed in the list of serious illegal and untrustworthy individuals in accordance with the law, and restricting the appointment of corporate responsible persons. Therefore, the consequences of not disclosing annual report information in accordance with regulations are very serious. It is recommended that enterprises fulfill their annual report obligations in a timely manner.
The Research Institute of Rule of Law Network has noticed that according to Article 17 of the Interim Regulations on Enterprise Information Disclosure, if an enterprise fails to disclose its annual report within the time limit specified in these regulations, it shall be listed in the list of abnormal business operations by the county-level or above industrial and commercial administrative departments, and shall be publicly disclosed to the public through the enterprise credit information disclosure system to remind them to fulfill their disclosure obligations; If the circumstances are serious, the relevant competent department shall impose administrative penalties in accordance with relevant laws and administrative regulations; Those who cause losses to others shall be liable for compensation in accordance with the law; If a crime is constituted, criminal responsibility shall be pursued in accordance with the law. Those who have not fulfilled their public disclosure obligations in accordance with the provisions of this Regulation for at least 3 years shall be included in the list of serious illegal enterprises by the State Administration for Industry and Commerce or the Administration for Industry and Commerce of the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government, and shall be publicly disclosed to the public through the enterprise credit information disclosure system. The legal representative or person in charge of an enterprise listed as a serious illegal enterprise shall not serve as the legal representative or person in charge of other enterprises within three years.
The once widely circulated advertising slogan "Which excavator technology is strong? Looking for Lanxiang in Shandong, China" has made Lanxiang Technical School popular and become a leader in the field of vocational education.

All along, the curriculum of Lanxiang Technical School has been very diverse, covering skills training in multiple industries, including automotive inspection and maintenance, cooking and nutrition, CNC machine tool processing, welding technology, beauty and hairdressing, computer application and maintenance, and so on.
Rong Lanxiang, the chairman of Lanxiang Technical School, has a famous saying that has been widely spread online: "In our school, we are learning skills from the ground up and not playing around. Those who learn excavators must dig up the soil well, those who learn cooking must stir fry the vegetables well, and those who learn tailoring must make the clothes well."
In 2017, Shandong Lanxiang Senior Technical School was approved to be rebuilt as Shandong Lanxiang Technician College, with the addition of a technician department and a senior technical department, further expanding the enrollment scale.
However, in recent years, Lanxiang Technical School and Rong Lanxiang seem to have also entered a "troubled autumn". According to media reports, the school has experienced student crisis, doubts about losses, and inter provincial fights. Rong Lanxiang has also been embroiled in a series of negative events such as family infighting, tax evasion, and the controversy over being overweight.
Lawyer Liu Jun reminds that "the more a company encounters public opinion turmoil, the more it must remain calm and do a good job in compliance work ahead.".
