Recently, the Central Compilation Office officially approved the establishment of the Private Economy Development Bureau as an internal institution of the National Development and Reform Commission.

On September 4th, Zhang Shixin, Deputy Secretary General and Director of the Personnel Department of the National Development and Reform Commission, introduced at a press conference of the State Council Information Office that the main responsibilities of the Private Economy Development Bureau are to track, understand and analyze the development status of the private economy, coordinate and organize the formulation of policies and measures to promote the development of the private economy, and formulate policies to promote the development of private investment. Establish a regular communication and exchange mechanism with private enterprises, coordinate and solve major issues related to the development of the private economy, and support the enhancement of international competitiveness of the private economy.

Zhang Shixin stated that the work of the private economy involves a wide range of areas and strong policy implications, requiring close collaboration and cooperation among various departments to form a collaborative effort. The National Development and Reform Commission, as a macroeconomic regulation and economic comprehensive department, has established the Private Economy Development Bureau in the commission, mainly based on better playing the role of overall coordination, comprehensive policy implementation, and promoting development.

"Relevant departments will also have the responsibility to serve and promote the development of the private economy from their respective functions. On the basis of the existing work pattern, the establishment of the Private Economy Development Bureau in the National Development and Reform Commission will further strengthen the overall coordination of the development of the private economy, consolidate and expand the existing work results, create a better environment for the development of the private economy, provide more powerful support for the development of the private economy, and promote the private economy to shoulder a greater mission, shoulder greater responsibility and play a greater role in the great process of Chinese path to modernization." In recent times, policy measures to promote the development of the private economy have been intensively implemented. On July 19th, the Central Committee of the Communist Party of China and the State Council publicly issued the "Opinions on Promoting the Development and Growth of the Private Economy", reaffirming the important position and role of the private economy, responding to the key concerns of private enterprises, and proposing a series of policy measures to address the pain points and difficulties of private enterprises. Over the past month, various departments have launched a series of supporting measures, achieving initial results.

In terms of optimizing the development environment, the National Development and Reform Commission has established a communication and exchange mechanism with private enterprises. Through various means such as discussions and research, it listens to the opinions of private enterprises, responds to their concerns, coordinates and solves relevant problems, and promotes the introduction of policy measures. On July 24th, a notice was issued on further strengthening the promotion of private investment and striving to mobilize the enthusiasm of private investment, clarifying 17 specific measures in 4 aspects and focusing on promoting the high-quality development of private investment. On July 28th, eight departments including the State Administration for Market Regulation and the State Administration of Taxation jointly issued a notice on implementing recent measures to promote the development of the private economy, focusing on promoting fair access, strengthening factor support, strengthening legal protection, optimizing enterprise services, and creating a good atmosphere, proposing 28 specific measures.

In terms of strengthening factor support, on August 1st, the Ministry of Finance and the State Administration of Taxation issued a notice on the value-added tax reduction and exemption policy for small-scale taxpayers, continuing the value-added tax reduction and exemption policy for small-scale taxpayers. On August 6th, the State Administration of Taxation issued a notice on the continuation and optimization of the "Convenient Tax Spring Breeze Action" to promote the development and growth of the private economy and serve high-quality development, focusing on small and medium-sized enterprises and individual businesses, and implementing a series of extended, optimized, and improved tax and fee preferential policies. The People's Bank of China is researching and formulating policies and measures to support the development of the private economy, striving to further enhance the sense of access and satisfaction of financial services for private enterprises.

On July 31st, the Supreme People's Court issued 11 typical cases of people's courts protecting the property rights of private enterprises and entrepreneurs in accordance with the law in strengthening the protection of the rule of law. The Supreme People's Procuratorate has issued the "Opinions on Punishing and Preventing Crimes Involving Violations of the Legitimate Rights and Interests of Private Enterprises by Internal Personnel in accordance with the Law, and Creating a Good Legal Environment for the Development of Private Economy", which puts forward specific requirements for the performance of procuratorial duties and further improves relevant institutional mechanisms. On August 3rd, the Ministry of Public Security issued 26 measures to ensure high-quality development of services, particularly proposing to protect the property rights of enterprises and the legitimate rights and interests of operators in accordance with the law, and maintain a fair competition market order.

Locally, Sichuan, Zhejiang, Henan, Shenzhen, Fujian and other regions have successively issued policy measures to support the development of private economy. For example, on August 28th, Zhejiang Province issued the "Several Measures to Promote High Quality Development of Private Economy in Zhejiang Province", focusing on the overall goal of "solving the difficulties faced by private economy development and continuously polishing the golden business card of Zhejiang's private economy", proposing five policy measures: "increasing confidence and expectations, lowering thresholds and expanding fields, truly fair and breaking hidden, expanding the market to promote upgrading, and improving the atmosphere and services".

Cong Liang, Deputy Director of the National Development and Reform Commission, stated at a press conference that both the private economy and the state-owned economy are important components of the national economy. In the socialist market economy environment, the state-owned economy and the private economy each have their own advantages and characteristics, such as the wings of a bird, the two wheels of a car, and one cannot be missing. Only when these two parts coordinate and develop together can China's economy go steadily, well, and far.
