The Forestry Bureau of Yunfu City, Guangdong Province recently announced that on the basis of fully establishing a four level forest chief responsibility system, Yunfu City has taken the lead in fully restoring independent city and county forestry bureaus.

Pengpai News noticed that in March this year, Chen Tong, the deputy chief of the Forestry Workstation Management Station of the State Forestry and Grassland Administration, and others went to Yunfu City to conduct research on township forestry stations. The research team emphasized that each region should be guided by local actual needs, comprehensively consider the ecological location and forestry construction tasks of the region, formulate different policies based on actual conditions, and ensure that forestry management work continues to improve and the level does not decline after institutional reform.

Wang Wei, Deputy Mayor and Deputy Forest Chief of the People's Government of Yunfu City, stated at the time that taking the restoration of independent forestry bureaus in each county as an opportunity, we will further optimize the organizational structure of township forestry stations, strengthen infrastructure construction and personnel support.

According to the Southern Daily, after a meeting of the Organization Committee of the Yunfu Municipal Party Committee, it was agreed that on July 13th, the Yuncheng District Forestry Bureau, Yun'an District Forestry Bureau, Luoding City Forestry Bureau, Xinxing County Forestry Bureau, and Yunan County Forestry Bureau were all reorganized from the County Natural Resources Bureau to local county government departments, and a plaque unveiling event was held.

After the institutional reform in 2019, various counties in Yunfu City will integrate the functions of departments such as land and resources, urban-rural planning, and forestry, establish natural resources bureaus, hang the forestry bureau logo, and no longer retain independent county-level forestry bureaus. In August 2020, the forestry workstations in all towns and villages in the city were transferred to the respective township governments, and the forestry stations were abolished in June 2021. All functions and personnel were merged into the town comprehensive service center. According to the report, in December 2022, Guangdong Province deployed in-depth promotion of green and beautiful ecological construction in Guangdong. As a major forestry and ecological city in the province, Yunfu requires higher quality and more refined management from county-level forestry authorities. In order to promote the high-quality development of forestry work in the new era, Yunfu has made a decision to adjust the establishment of county-level forestry institutions, demonstrating its confidence and determination to vigorously promote the construction of a green and beautiful Yunfu ecosystem.

Pengpai News has noticed that in recent years, forestry institutions in many parts of the country have resumed independent establishment.

For example, in April of this year, the Forestry Bureau of Neijiang City, Sichuan Province was established as a working department of the municipal government, with a department level specification. It is under the unified leadership and management of the Neijiang Natural Resources Planning Bureau, and its responsibilities for forest, grassland, wetland supervision and management, wildlife and plant protection, as well as the management of nature reserves, scenic spots, natural heritage, and geological parks are transferred to the Neijiang Forestry Bureau. The Neijiang Natural Resources Planning Bureau will no longer display the Neijiang Forestry Bureau logo. In the 2019 institutional reform, the responsibilities of the Neijiang Forestry Bureau were transferred to the Municipal Natural Resources and Planning Bureau, and the Municipal Forestry Bureau will no longer retain them.

In February this year, the Forest Resources Management Department of the State Forestry and Grassland Administration held a national forest inspection and forest law enforcement training course at the Management Cadre College of the State Forestry and Grassland Administration. During the training class, a representative from the Forestry Bureau of Guangxi Zhuang Autonomous Region introduced the typical experience of forest resource protection and management in Guangxi, stating that since 2020, one prefecture level city and 18 county-level forestry departments in the region have resumed independent establishment from listed institutions. At present, the forestry authorities in all 14 districts and cities in the region are independent institutions. Among the 111 county forestry authorities, 79 counties have been established as separate institutions, accounting for 71.17%. The restoration of independent establishment of grassroots forestry departments has provided a working foundation for Guangxi to deepen the reform of the forest tenure system, improve administrative efficiency, and promote a new level of forest resource management and governance capacity in Guangxi.

In April 2022, the Forestry Bureau of Wanyuan City, Sichuan Province was re established as a separate department of the Municipal People's Government, under the leadership and management of the Municipal Natural Resources Bureau. Mainly responsible for implementing the forestry policies, decisions, and deployments of superiors.

In addition, Xiangxi Prefecture in Hunan Province introduced that since 2021, efforts have been made to restore the independent establishment of forestry bureaus in four counties and cities: Jishou City, Luxi County, Huayuan County, and Guzhang County. The Organization Committee of the Xiangxi Autonomous Prefecture Committee of the Communist Party of China has approved the independent establishment of forestry bureaus in these four counties and cities.
