Accelerating the supervision of the People's Congress in the new era has provided a panoramic map. Recently, the 18th meeting of the 7th Standing Committee of the People's Congress of Pudong New Area voted to pass the Decision of the Standing Committee of the People's Congress of Pudong New Area in Shanghai on Deepening the Supervision of the People's Congress in the New Era.
The Decision proposes 20 measures to deepen the supervision work of the People's Congress in the new era, starting from four aspects: focusing on the key points of supervision, improving supervision methods, building a closed loop of supervision, and forming a joint force of supervision. It integrates people's democracy throughout the entire process and all aspects of the People's Congress supervision, and helps Pudong accelerate the construction of the leading area.
Focus on key areas and make the supervision of the National People's Congress more precise
The selection of supervisory topics is the primary link in doing a good job in the supervision work of the National People's Congress. The Decision requires that the supervision work plan of the People's Congress must closely revolve around the major decisions and deployments of the district committee, key tasks of reform and development, and important concerns of the people. The Chairman's Meeting of the Standing Committee of the District People's Congress should strengthen the organization, implementation, and overall coordination of the supervision work plan, and strive to achieve high goals and practical implementation.
In terms of making good use of legislative authorization, in order to ensure the implementation and effectiveness of regulations and management measures in Pudong New Area, the Decision requires regular evaluation of legislative effectiveness, especially focusing on key clauses that reflect creativity and flexibility, inspecting implementation and existing problems, urging relevant departments to timely formulate supporting documents, form typical cases, and strengthen interpretation and publicity. Since last year, the District People's Congress has conducted legislative effectiveness evaluations on 10 Pudong regulations and 3 management measures, which has helped to promote the implementation of various measures such as Pudong's pioneering reform, leading opening up, and pioneering innovation.
Not long ago, the District People's Congress held its first semi annual economic situation analysis meeting, focusing on the trend changes and stage characteristics of the entire district's economic operation, and making targeted suggestions to provide decision-making reference for the district committee and government. This is another new measure taken by the district people's congress to build a new development pattern and promote high-quality economic development. In addition, the district people's congress has also carried out supervision work on economy, budget review, and state-owned asset management. In order to strengthen budget and state-owned asset supervision, safeguard the people's "money bag", the Decision requires deepening the focus of the National People's Congress budget review and supervision to expand and reform expenditure budgets and policies, and establishing a sound reporting system for state-owned asset management with full caliber and coverage. At present, the district people's congress has achieved full coverage of supervision over state-owned asset management.
How can the supervision of the National People's Congress assist people's urban construction? The Decision requires the integration and development of the three circles of "boutique urban areas, modern towns, and beautiful countryside", strengthening supervision in urban functions, infrastructure, public services, ecological environment, and rural revitalization, focusing on the key areas and links of pollution prevention and control, and using governance forces to protect the blue sky, clear water, and pure land. This year, comprehensive law enforcement inspections on the legalization of social governance and the enforcement of the Shanghai Rural Revitalization Regulations were also carried out. Special inquiries were conducted on the environmental conditions and completion of environmental protection goals in 2022, and special reviews were conducted on the renovation work of "two old villages and one old village".
Enhance rigidity and make good use of legal supervision methods
In order to make good use of the supervisory methods entrusted to the National People's Congress by the Supervision Law, the Decision boldly explores and attempts to summarize and solidify effective practices, ensuring that state organs fulfill their responsibilities and carry out their work within the scope of the Constitution and laws.
Law enforcement inspections ensure that the teeth of the legal system bite firmly. In recent years, when carrying out law enforcement inspections, the district people's congress has always adhered to the principle of "item by item" and thoroughly searched for areas where the law was not fully implemented. When carrying out the enforcement inspection of the Shanghai Elderly Care Service Regulations, it is necessary to closely adhere to the provisions that township governments and street offices should open community canteens, elderly meal aid points and other community meal aid service places, and promote relevant departments in the district to further improve the layout of meal aid service places throughout the district, and always adhere to problem orientation. The enforcement inspection report uses a large amount of space to expose problems, identify reasons, and provide suggestions. During the enforcement inspection of the Shanghai Municipal Regulations on the Management of Domestic Waste, prominent issues were identified in various aspects such as source, classification, transportation, recycling, and disposal, and relevant departments were urged to strengthen rectification and implement them one by one. At the same time as summarizing these practices, the Decision also requires the formulation and issuance of a list of rectification issues, directly naming typical illegal cases, and further enhancing the power of law enforcement inspections.
List assignment, focusing on improving the effectiveness of National People's Congress supervision
The effectiveness of National People's Congress supervision is reflected in whether problems are solved and whether work is improved. Therefore, the Decision always regards problem-solving as the starting point and foothold of supervision work.
Conduct research and discover the real problem. The Decision actively responds to the requirements of the central government to promote the trend of investigation and research, clearly stipulates that investigation and research should be regarded as a "prerequisite procedure" for the supervision of the National People's Congress, vigorously promotes the "four no's and two straight" work method, discovers problems through research, and uses legal thinking and methods to promote problem resolution.
Form a list and establish a supervision loop. The law grants the National People's Congress the power to track and supervise the implementation of the review opinions on relevant work reports. In recent years, the district people's congress has established a "closed-loop" workflow of supervision and research, report review, and feedback on rectification. In particular, the review opinions and law enforcement inspection reports have been continuously concretized and listed, demonstrating the pragmatic character of the new era of people's congress supervision. On the basis of summarizing this approach, the Decision clearly requires that the review opinions on important supervisory issues should include a list of issues and suggestions, and urge relevant departments to develop a "rectification list" by comparing it with each other. Each item should be rectified and each item should be eliminated, gradually achieving "zero problems". At the same time, it is also stipulated that the research and handling of deliberation opinions by the "one government, one committee, and two academies" can be submitted to the Standing Committee of the District People's Congress for deliberation, and satisfaction evaluations and other supervisory evaluations can be organized to promote the formation of a closed-loop and effective supervision by the People's Congress.
