On July 22nd, the Administrative Law Enforcement Bureau of Xinmin City, Liaoning Province issued a situation statement.
On July 19th, during routine inspections, our bureau discovered that melon farmers had set up illegal road flag and banner advertisements on the roadside near Linli Park in Liaobin Street. During the communication and demolition process, there was a verbal conflict between the law enforcement team and the farmers.
After the incident, our bureau attached great importance and immediately contacted the melon farmers to obtain understanding from the parties involved. At the same time, our bureau coordinated with relevant units in Liaobin Street to solve the problem of selling melons overnight. Our bureau has criticized and educated the low level of civilization among the involved team members in law enforcement, and organized relevant education and training for all personnel to improve the level of civilized law enforcement. Recently, a netizen claimed that a banner hanging on their own land was removed by urban management team members under the pretext of 'planting land without advertising', which has sparked a heated discussion on the internet. On July 21st, according to the location provided by Mr. Liu, the video producer, the incident occurred 400 meters south of Xinmin Nanjiao Primary School in Xinmin City, Shenyang, Liaoning Province. Mr. Liu said that his field is right there, and a park was built 50 meters nearby last year.
Mr. Liu said that he is a farmer who makes a living through agricultural production. He has over 20 acres of cantaloupe land, with approximately 70000 to 80000 kilograms of cantaloupe. Previously, he would advertise in his car every year and then drive into the city to sell melons. This year, the urban management department does not allow advertising in cars to sell melons in the city, so he chose to put some advertising flags in the fields, hanging "34X Land Melon Open!" "There is my phone number on it, which can open up some sales channels."
