On July 25, 2023 local time, Wang Yi, member of the Political Bureau of the Communist Party of China Central Committee and Director of the Central Foreign Affairs Office, attended the 13th BRICS High Representative Conference on Security Affairs in Johannesburg.
Wang Yi stated that after more than a decade of development, the BRICS countries have become an important platform for emerging market countries and developing countries to unite and strengthen themselves. We follow the trend of the times, stand on the right side of history, and stand on the side of human progress, which is the confidence of BRICS cooperation. We continue to promote the "three wheel drive" cooperation of political security, economic and trade finance, and cultural exchanges, achieving fruitful results, which is the source of confidence in BRICS cooperation. We strive to enhance the voice and influence of emerging market countries and developing countries, continuously injecting positive energy into the ever-changing and intertwined world, which is a manifestation of the ability of BRICS cooperation. In the new situation, we must grasp the future development direction of the BRICS countries, further strengthen political mutual trust and strategic cooperation, continuously provide international public goods that meet the requirements of the times, and strive to transform the spirit of openness, inclusiveness, and win-win cooperation into practical actions, polishing the "golden signboard" of BRICS cooperation.
Wang Yi pointed out that in response to current global security challenges and solving security dilemmas, we must adhere to the premise of mutual respect, abide by the purposes and principles of the United Nations Charter, respect each other's reasonable security concerns, and respect the right of all countries to choose their political systems and development paths. We must adhere to multilateralism, uphold the multilateral system with the United Nations at its core, resist unilateralism and hegemonic practices, and oppose the use of closed and exclusive "small circles" to undermine the "big family" of multilateral cooperation. We must adhere to the principle of fairness and justice, follow international law and recognized norms of international relations, resolve disputes through dialogue, negotiate differences, and oppose decoupling and double standards. We must adhere to the path of unity and cooperation, integrate our own security into common security, and work together in the spirit of win-win cooperation to address various security challenges, opposing zero sum games and Cold War thinking.
Wang Yi emphasized that the "global South" is a combination of emerging market countries and developing countries, reflecting our collective rise on the international stage. The "global southern" countries face an important mission of resisting external intervention and infiltration, maintaining political and political security. We must maintain strategic composure and confidence, steadfastly follow our own path, support each other on issues related to each other's core interests and major concerns, and take practical actions to counter any noise that incites BRICS unity and smears BRICS cooperation. We must continuously deepen South South cooperation, lead the global South to unite and strengthen, jointly maintain national security and stability, and promote the construction of an equal and orderly multipolar world.
Wang Yi said that unity is strength, action is direction, and openness is driving force. China is willing to work with its BRICS partners to support each other's efforts to maintain domestic security and stability, and to engage in more practical cooperation in addressing international security challenges, so that the world can hear more BRICS voices and witness a greater BRICS role.
Minister of the South African Presidential Office, Entshaveni, presided over the meeting, with Chief Special Advisor to the Brazilian President, Amorin, Secretary of the Russian Federation Security Council, Patrushchev, and Indian National Security Advisor, Dowar, attending. The meeting exchanged in-depth views on current security challenges, counter-terrorism and cybersecurity, food and water security, energy security, and other issues, and reached broad consensus.
