The reporter from Pengpai News learned from the Lanzhou Intermediate People's Court that on June 14 and 15, 2023, the Lanzhou Intermediate People's Court in Gansu Province held a public trial of the case of corruption, bribery, and abuse of power by Wang Yan, a former inspector of the Gansu Provincial People's Committee.

The People's Procuratorate of Lanzhou City accuses that from 2009 to 2011, Wang Yanli used his position as Director of the Gannan Prefecture Development and Reform Commission and Secretary of the Xiahe County Party Committee to embezzle 1 million yuan of public funds by falsely listing technology renovation loan interest subsidy projects and instructing others to embezzle project funds; From 2005 to 2020, Wang Yan served as the Secretary of the Xiahe County Party Committee, Director of the Gannan Prefecture Development and Reform Commission, Deputy Governor of Gannan Prefecture, Deputy Director of the Provincial Development and Reform Commission, Mayor of Jiayuguan City, Secretary of the Jiayuguan Municipal Party Committee, and Inspector of the Provincial People's Committee. He used his position to provide assistance to others in engineering contracting, project approval, and job promotion. He received and solicited gifts from 42 private entrepreneurs and party and government officials, totaling more than RMB 22.92 million; During his tenure as the Mayor and Party Secretary of Jiayuguan City, Wang Yan signed an investment cooperation agreement with Shanghai Yuxi Company and FAW Lingyuan Company without authorization, and established the project company Jiayuguan Yite Automobile Manufacturing Co., Ltd.

Afterwards, it was instructed and arranged that Jiayuguan Economic and Technological Development Zone Development Co., Ltd. sign an "Investment Cooperation Supplementary Agreement" with FAW Lingyuan Company and Shanghai Yuxi Company, and sign a "Loan Interest Agreement" with Yite Company, agreeing that the Economic Development Company will repay the loan interest on behalf of Yite Company. And instruct and arrange the Jiayuguan Municipal Government to return the land transfer fee to Yite Company.

Wang Yan's above-mentioned behavior violated the prohibitive provisions in relevant laws and regulations, causing more than 60.4 million yuan in national economic losses. Requesting criminal responsibility for corruption, bribery, and abuse of power.

According to the public data, Wang Yan, male, Han nationality, was born in July 1963 in Zhouqu, Gansu Province, with a postgraduate degree in the Party School of the Provincial Party Committee, started work in July 1982, and joined the CPC in May 1989.

Wang Yan worked at Zhouqu County No.1 Middle School and Gannan Prefecture Cooperative No.1 Middle School in his early years. In December 2012, Wang Yan left Gannan Prefecture where he had been working for many years and became a new member of the Party Group and Deputy Director of the Gansu Provincial Development and Reform Commission.
