Fu Shanxiang, the Secretary of the Party General Branch of Xianglushan Community in Wuqiao Street, Wanzhou District, gestured at his waist, his whole body covered in mud, and his voice was already hoarse.
In the early morning of July 4, rainstorm poured in Wanzhou District, and 15 towns and villages experienced heavy rainstorm, with the maximum rainfall of 261.2mm. Many local rivers rose, mountain torrents burst, roads were interrupted, and people were trapped.

Adhere to the principle of putting the people first and life first. Wanzhou District immediately activated the emergency rescue plan and launched flood control and disaster relief. Leaders and cadres at all levels took full responsibility and charged ahead, putting the safety of people's lives and property first, and striving to minimize various losses.
Work together to transfer the masses
On the north bank of Wuqiao River, there is a landmark with the highest water level in history: the altitude is 219 meters, 12 meters higher than the riverbed. On July 4th, this water level height was broken.
On the early morning of the 4th, the Wuqiao Street Office sounded the alarm. In the dark and under the rainstorm, the street office and community staff went door to door to urgently transfer the masses - this is a densely populated century old block built on the mountain, living near the river, and below is the rolling river.
"Grandma Zhang, don't be afraid. Hand me the key through the crack in the door above!" Zhou Dong, a staff member of the Party and Government Office of Wuqiao Street, shouted outside the 78 year old Zhang Shenglan's house, patting the door. At around 6 o'clock in the morning, the flood continued to rise, and Zhou Dong stuffed his hand into the narrow gap on the rolling shutter door to reach the key handed over by the old man.
Immediately after, Zhou Dong plunged into the flood and groped for the keyhole at the bottom of the rolling shutter door. There was too much mud and sand, and Zhou Dong couldn't open his eyes. Despite several attempts to dive into the water, he still had no results. As the flood was about to engulf the door and flood the house, Cheng Qihua, a staff member of the Changlong Community Police Office, rushed over with an axe.
"Grandma Zhang, stay away!" Zhou Dong took the axe and swung towards the rolling shutter door. Cheng Qihua forcefully tore open the split iron sheet and opened a hole. The two of them crawled in and rescued Zhang Shenglan from the house. It was heart stopping and took 20 minutes before and after.
On the 4th, from 4 a.m. to 8 a.m., more than 500 emergency rescue personnel, public security police officers, party members, cadres, and volunteers from Wuqiao Street and community were mobilized, and more than 4500 people were safely transferred. 112 trapped people were rescued.
The population in mountainous towns is scattered, and rescue pressure is high.

From 3:30 am to 8:30 am on the 4th, Zhou Wanzhong, the Party branch secretary of Xiangtan Community in Changling Town, and community officials visited key areas such as both sides of the river and mountain slopes in their jurisdiction.
Walking to a mountain next to National Highway 318, Zhou Wanzhong noticed signs of soil loosening, and there were many self built houses along the way. "Evacuate immediately!" He made a decisive decision and ordered community officials to enter households separately to evacuate the masses. In less than 10 minutes, more than 10 people from 4 households around the dangerous mountain were evacuated in an orderly manner. Less than 3 minutes after the transfer of the masses, the mountain began to slide, causing a self built house to collapse. "If it weren't for Secretary Zhou and his team coming, the consequences would be unimaginable," said the residents.
"We are trapped in the Lujiaba Industrial Zone, with a 79 year old elderly person at home." "Our company is flooded, and there are workers trapped inside."... One by one, help calls are just rescue instructions. Multiple rescue teams, including the Third Brigade of the Chongqing Armed Police Corps Boat Detachment, the Wanzhou District Fire Rescue Detachment, the Wanzhou District Comprehensive Emergency Rescue Team, and the Wanzhou Blue Sky Rescue Team, quickly rushed to the scene to rescue and transfer more than 1200 people.
Charge ahead, rescue and rescue
"A child has been washed away!" At around 8 o'clock in the morning of the 4th, Chen Shanming, an old party member who was rescuing supplies at the food factory, heard a shout. He threw something down and rushed out of the door. He saw a flood rushing down, taking away a child. A armed police soldier had already gone into the water to rescue, but was unable to succeed.
Chen Shanming leaped into the flood and swam towards the two of them. Chen Shanming grabbed the child's hand and paddled forward with the other hand, finally struggling to land - in just over ten meters, Chen Shanming swam for a full 10 minutes. Armed police soldiers followed closely behind and safely landed. Everyone breathed a sigh of relief and returned to the rescue efforts.
Returning home, Chen Shanming felt pain in his foot, only to realize that one foot had already been twisted. "I didn't think so much, the flood ahead is deeper, it's too late!" Chen Shanming said.
Ordinary heroes like Chen Shanming continue to emerge, and everyone works together to fight against the flood.
In the rainstorm, Wei Guangming, secretary of the Party branch of Qingtan Village, Baiyang Town, arrived at the low-lying Ciping Village at 4:00 a.m. and went door to door to check. He found that the first floor of Xiang Jiayu's house was flooded and the elderly were trapped on the balcony. Wei Guangming jumped into waist deep water, broke the door with his body and carried the elderly to a safe area; A retired soldier in Changling Town took the initiative to contact the community and participate in rescue work, saying, "I am a retired soldier, who can I go to at this time?"

Actively take action and arrange in an orderly manner
In the towns and villages of Wanzhou, grassroots cadres and volunteers rush day and night to resettle disaster victims and ensure the livelihoods of the people.
On the night of the rainstorm, the "Temporary Group of the District Red Cross Society for Flood Fighting and Silt Removal" gathered 20 volunteers within half an hour to transport and load more than 100 boxes of materials, and sent them to the victims in Changtan Town overnight. Received a notice from the District Federation of Trade Unions that volunteers from the Wanda Expressway Project Department of China Construction Third Bureau immediately rushed to the disaster stricken community with bedding, instant noodles and other daily necessities.
At 7am on the 6th, 73 year old party member Li Debing rushed to Wuqiao Old Street to help shovel mud and sweep the road. He worked until 6pm, but his clothes were wet and dry, leaving behind patches of sweat stains. When he left, he said, "Come back tomorrow!"
A section of the 508 Provincial Road was blocked by rubble, and the staff of the Wanzhou District Highway Affairs Center worked hard for 13 hours to clear over 1000 cubic meters of mud and stones. At 3am on the 5th, the road was quickly opened.
As of 8:00 pm on the 6th, a total of 25270 people have been evacuated from danger, 28390 people have been rescued, and 5827 cadres and volunteers have been dispatched in Wanzhou District. Most of the affected areas in Wanzhou District have resumed transportation, water and electricity, and production and daily life are gradually recovering.
The weather forecast shows that there will be a new round of rainfall from July 7th to 8th, and officials and people in Wanzhou are on high alert. "When the flood is high, our morale is even higher. Everyone has one heart - not afraid!" said Li Deyin, a resident of Wuqiao Street.
