The draft of the Preschool Education Law consists of eight chapters and 74 articles, mainly making provisions from six aspects: clarifying the positioning of preschool education, filling educational gaps, etc.
The draft clearly defines preschool education as the care and education implemented by kindergartens and other preschool education institutions for children aged three to before entering primary school. It emphasizes that the development of preschool education should adhere to government leadership, be mainly organized by the government, vigorously develop inclusive preschool education resources, and guide and regulate the participation of social forces.

In terms of "improving the mechanism for planning and hosting, promoting resource supply", the draft specifies that the layout plan for kindergartens should be formulated based on county-level administrative divisions, and the construction of inclusive kindergartens should be included in the unified planning of urban and rural public management and public service facilities. At the same time, it emphasizes curbing excessive profit seeking. Prohibit the use of fiscal funds, state-owned assets, etc. to establish for-profit private parks; Prohibit social capital from controlling public parks and non-profit private parks through mergers and acquisitions, agreement control, and other means; Kindergartens shall not be directly or indirectly listed as corporate assets.
