On August 1st, appointed by the Central Committee of the Communist Party of China and the State Council, Zhang Guoqing, a member of the Political Bureau of the Central Committee of the Communist Party of China and Vice Premier of the State Council, led relevant officials to rush to Mentougou District, Beijing to guide flood prevention, rescue and disaster relief work.
He emphasized that saving people should be given top priority at present, further strengthening overall command and scheduling, fully leveraging the role of various rescue teams, racing against time to search and rescue missing and trapped personnel, and minimizing casualties. We must do everything possible and take all possible measures to accelerate the transportation of food, drinking water, medicine and other materials to the relocation and resettlement sites of the affected people, ensuring their basic living needs. We need to continue mobilizing and dispatching professional forces and equipment, and accelerate the repair and connection of damaged railways, highways, bridges, as well as important infrastructure such as communication and electricity, in order to open up the lifeline of emergency rescue as soon as possible. At the same time, it is necessary to strictly prevent secondary disasters, ensure the safety of rescue personnel, and plan for early recovery and reconstruction. All relevant parties, especially central enterprises, should strongly support Beijing in carrying out emergency rescue, disaster relief, and recovery and reconstruction.
Zhang Guoqing pointed out that at present, we are in the most difficult stage of "seven down and eight up" flood prevention. It is necessary to establish a bottom line and extreme thinking, base ourselves on the most unfavorable situation, make the most comprehensive preparations, comprehensively strengthen disaster prevention and response, and make every effort to ensure safe flood control. We should closely monitor weather changes, strengthen consultation and judgment, monitoring and early warning, and emergency linkage. We should closely monitor weak links such as mountain flood geological disaster risk areas, low-lying areas in urban and rural areas that are prone to flooding, strengthen risk hazard investigation, transfer threatened populations in advance, and strictly prevent mass casualties. We must strictly implement the duty system during the flood season, ensure that in case of emergencies, we respond promptly and scientifically, and minimize disaster losses.
