Xu Xiao was born in August 1972 in Nanchang, Jiangxi. He is a member of the Communist Party of China and holds a Master's degree in Business Administration from Huazhong University of Science and Technology and a PhD in National Economics from Central South University of Economics and Law.

After graduating from Wuhan University of Technology with a major in Mechanical Design and Manufacturing in 1994, Xu Xiao worked at China Changjiang Power Company for 9 years, serving as the Deputy Secretary of the Party Committee and Secretary of the Discipline Inspection Commission of China Changjiang Power Company.

In 2003, he was transferred to the position of Deputy Secretary of the Communist Youth League Wuhan Municipal Committee and Deputy Secretary of the Party Group. Two years later, he was elected as the Secretary of the Communist Youth League Wuhan Municipal Committee and Party Group. In 2007, he was transferred to the position of Deputy Secretary and District Mayor of Hanyang District, Wuhan.

In 2008, Xu Xiao joined the Central Committee of the Communist Youth League and served as the Minister of the Youth Volunteer Work Department of the Central Committee. The following year, he was appointed as the Minister of the Urban Youth Work Department of the Central Committee of the Communist Youth League. After graduating from the Physics Department of Beijing Normal University in 1989, Zhang Jiasheng worked in Hubei Province for a long time. He served as Vice Chairman and Party member of the Hubei Association for Science and Technology, member of the Standing Committee and Minister of the Organization Department of the Huangshi Municipal Party Committee, Deputy Secretary of the Huangshi Municipal Party Committee, and Secretary of the Political and Legal Affairs Committee.

In October 2015, he was appointed as the Director and Party Secretary of Hubei Provincial Sports Bureau. In April 2017, he was transferred to the position of Deputy Secretary and Mayor of Yichang City. In April 2021, he was appointed as the Secretary of Huanggang City Committee.
