US media: Biden administration's fourth senior official plans to visit China | Raymond | Plan
According to Bloomberg, US Commerce Secretary Raymond plans to visit China at the end of August. According to American media, this indicates that the Biden administration hopes to further ease the relationship between the world's two largest economies.
If the trip takes place, it will be Raymond's first visit to China as Minister of Commerce, and it will also be the fourth senior official of the Biden government to visit China since June, following Secretary of State Antony Blinken, Finance Minister Yellen and Climate Envoy Kerry.

According to insiders, Raymond hopes to go to Beijing during the week of August 21st, but the specific date has not been determined yet. During an event at the Wilson Center in Washington last week, Raymond stated that she plans to visit China "later this summer", but "the specific date and plan are still pending.".
The report stated that it is currently uncertain what positive results Raymond's trip will bring to American companies, which is why Raymond is hesitant to set off.
The US Department of Commerce News Office refused to comment on the visit time and did not answer questions about which topics Raymond hopes to discuss with his Chinese counterparts.
The Governor of Chang'an Street noticed that although Raymond has repeatedly expressed her desire to visit China, she still does not forget to hype up the topic of "Chinese hackers invading her email accounts". Moreover, Raymond has been playing a "vanguard" role in the United States' efforts to curb China's acquisition of advanced technology, including the export controls announced last year.

A spokesperson for the Chinese Ministry of Foreign Affairs has repeatedly refuted the topic of US hype about "hacker intrusion" and pointed out that since last year, China and other countries' cybersecurity agencies have successively released reports exposing the US government's long-term implementation of cyber attacks against China. However, the US has not responded so far. The US should quickly explain the relevant cyber attack behavior, rather than spreading false information to divert attention.
In recent years, the US government has continuously increased its pressure on China's chip industry, using various excuses to restrict the export of chips and related equipment and technology to China, hindering China's progress in the semiconductor field. On October 7, 2022, the US Department of Commerce added 31 Chinese companies, research institutions, and other groups to the so-called "unverified list", restricting them from purchasing or acquiring US semiconductor technology without permission.
According to Bloomberg, Biden is set to sign an order in mid August aimed at limiting US investment in key technologies in China, including semiconductors, quantum computing, and artificial intelligence. The planned visit by Raymond may come during this period.
On the afternoon of July 13th, spokesperson for the Ministry of Commerce, Shu Jueting, stated at a regular press conference that China holds an open and welcoming attitude towards the visit of US Secretary of Commerce Raymond to China and is currently communicating with the US side regarding this matter. China will continue to be committed to resolving mutual concerns in the economic and trade fields through dialogue and communication, and promoting constructive and pragmatic cooperation.
