Many cities such as Harbin and Mudanjiang were affected, and infrastructure such as transportation, water, electricity, and communication were damaged to varying degrees.

Heilongjiang Province is making every effort to do a good job in emergency rescue and rescue for floods and waterlogging, making efforts to resettle the affected people, quickly repairing damaged infrastructure, and striving to minimize disaster losses.

At 18:00 on August 4th, the water level at the Ant River Yanshou Hydrological Station was 100.32 meters, marking the largest flood on record. At around 22:00 that day, the southern embankment of Yanshou Town broke. The flood has hit the village and the affected people need to be evacuated overnight.

On the 5th, firefighters led by Gao Hailong, the captain of the First Squadron of the Special Service Brigade of Harbin Forest Fire Brigade, went to a village in Yanshou Town to transport the affected people using rubber boats.

As of now, Gao Hailong and his teammates have transferred more than 700 people affected by the disaster. "When I brought my grandparents out of the village and they were rescued, I felt relieved with a long sigh. No matter how hard or tiring it was, it was worth it," said Gao Hailong.

When tired, they sit on the open ground to rest for a while. When hungry, they quickly grab a bite of a boxed meal, and their feet have already been soaked to white and skin. A total of 115 soldiers from the Harbin Forest Fire Brigade Special Service Brigade went to Yanshou Town to participate in emergency rescue. They fought day and night, extremely tired, and gritted their teeth to carry it down.

"In recent days, Harbin and Mudanjiang have dispatched more than 20 working groups and expert groups to disaster stricken areas such as Wuchang, Shangzhi, and Hailin, dispatching the People's Liberation Army, armed police, fire rescue and other forces to comprehensively carry out rescue and disaster relief." Wang Wei, Director of the Flood Control and Drought Relief Department of the Emergency Management Department of Heilongjiang Province, said that in the past two days, a total of 191 emergency rescue teams of various types have been dispatched in the province, with a total of more than 30000 personnel.

Should be fully transferred and properly resettled

Temporary resettlement sites established in various regions have become "safe havens" for the affected population. A cup of hot water, a box of warm boxed meals, a heartwarming concern... Within the resettlement site, the staff and volunteers warm up every affected person with a sense of responsibility.

Many areas in Wuchang City have experienced waterlogging, and the local government adheres to the principle of ensuring the safety of the affected population and ensuring their safety. Yachen Middle School in Wuchang City has been designated as a temporary resettlement site for disaster stricken residents. When the reporter visited on the 4th, more than 200 villagers were concentrated and resettled here. To accommodate more disaster victims, the school has vacated classrooms and student dormitories.

"Six out of the 11 villages in Wuchang Town were affected by the disaster, and we have been mobilizing villagers to transfer to schools since the 2nd." Jiang Tingting, Vice Chairman of the People's Congress of Wuchang Town, said that some villagers hurriedly left their homes and arrived at the resettlement site feeling anxious. "Seeing familiar villagers, everyone's emotions have improved now."

Yanshou County Comprehensive Welfare Center is also one of the resettlement sites, with a total of 117 beds. At noon on the 5th, more than 40 disaster stricken people who were resettled here were queuing up in the cafeteria to prepare meals, with steamed buns steaming hot on the plates. "Arrange our family of three in one room, with three meals a day guaranteed," said Dong Yan, a resident of Yanshou County.

As of 16:00 on the 4th, 11 districts and counties in Harbin, including Wuchang City, Shangzhi City, Yanshou County, and Shuangcheng District, have been affected by floods, with a total of 53355 people urgently relocated and resettled. As of 10:00 on the 5th, a total of 2358 households and 4961 people have been transferred in Hailin City, Mudanjiang City.

Urgently repair damaged infrastructure

The turbulent floods engulfed crops, washed down roads, and damaged communication, power, and water supply facilities... Faced with numerous challenges, various departments in Heilongjiang Province are urgently repairing damaged infrastructure and restoring normal production and living order as soon as possible.

At around 8:50 am on the 3rd, the ramp at the end of the Ant River bridge, 253 kilometers away from Mudanjiang to Harbin on the Harbin Mudan Expressway, fell off due to flash floods, causing a vehicle to crash. In order to ensure the smooth flow of the "main artery" of the expressway during the flood season, construction workers worked day and night and made every effort to repair it. Finally, on the 5th, the entire line of the Ha Mu Expressway was restored to traffic.

In order to repair the communication base station in Shahezi Town, Wuchang City, which was damaged by floods, Wang Mingrui, a technical personnel from China Mobile Communications Group Heilongjiang Co., Ltd. At the same time, the State Grid Heilongjiang Electric Power Co., Ltd. also sent multiple personnel to carry out emergency repair of power grid facilities and protect the "brightness" of the masses in the night of heavy storms.

Heilongjiang is the largest grain producing province in China, and many areas of agriculture have been severely affected by the flood.
