In order to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the second plenary session of the 20th Central Commission for Discipline Inspection, we should continue to deepen the rectification of the "four styles", focus on formalism and bureaucracy, educate and guide Party members and cadres to establish and practice the correct concept of political achievements, take a clear-cut stand, emphasize practical results, and pay attention to implementation.

1. The Housing and Urban Rural Development Bureau of Fangchenggang City has been passively dealing with and being lazy in promoting project construction. The infrastructure construction project of Xianrenshan Park in Fangchenggang City started construction in August 2010 and was not opened to the public until September 2021, lasting for 11 years. The Municipal Housing and Urban Rural Development Bureau has always been the owner of this project. In the process of project promotion, the party group of the unit did not fully implement the main responsibility and simply entrusted the tasks to the internal organization for implementation. Two hired personnel were arranged to be responsible for specific work one after another. A series of problems that occurred in the construction, completion acceptance, handover and other stages of the project were not studied and solved in a timely manner, which affected the construction and delivery of the project. The main leaders and responsible leaders of the unit are not responsible or make decisions, and the project departments and frontline personnel are not taking action or taking responsibility, resulting in a constant stream of problems and causing a significant impact on project construction. Zheng Dong and Zhang Changlu, the main leaders of the Municipal Housing and Urban Rural Development Bureau who were responsible for the project, were admonished and dealt with. Pan Jiangde, the former Deputy Director of the Municipal Housing and Urban Rural Development Commission, was given a warning within the party, and Meng invent, the Deputy Researcher, was given a warning within the party. Other relevant responsible persons shall be dealt with accordingly.

2. The Emergency Management Bureau of Luchuan County and the County Industrial Park are careless in safety production work and have caused significant explosion accidents. In October 2019, a new material technology Co., Ltd. in Luchuan County experienced an explosion, resulting in 4 deaths and 8 injuries, with a direct economic loss of 7.5 million yuan. In the industry and territorial supervision of the company, the county emergency management bureau and the county industrial park did not take it seriously, were not responsible, and did not go deep. They conducted more inspections in the office area and warehouse, and less inspections in the production workshop. Each inspection focused on general safety production issues such as whether fire extinguishers had expired. They did not timely discover safety issues caused by the company's illegal rental of premises and equipment to third-party companies without production qualifications, resulting in accidents. As the Secretary of the Party Group and Director of the County Emergency Management Bureau, Luo Xinqiang did not attach enough importance to his ideology and failed to supervise and promote the relevant departments of his unit to fulfill their regulatory responsibilities seriously, resulting in being punished with a demerit in government affairs; Li Yunming, as the Secretary of the County Industrial Park Working Committee, lacks a strong sense of "party and government responsibilities, dual responsibilities", and fails to provide adequate supervision and guidance on safety production inspections in this park, resulting in being warned and punished within the party; Liu Zhuo, as the director of the County Industrial Park Management Committee, did not fulfill his duties seriously and did not strictly and truthfully carry out safety production inspections in the park, resulting in a disciplinary action taken by the government. Other relevant responsible persons shall be dealt with accordingly.

3. The Forestry Bureau of Du'an Yao Autonomous County handles administrative approval issues of inaction and slow action. From October to November 2021, a certain new energy limited company went to the Forest Resources Management Unit of Du'an County Forestry Bureau multiple times to handle the site selection and land use review matters for wind power and photovoltaic projects. However, after the bureau accepted it, the process was delayed due to data modification and other reasons, resulting in slow progress in the preliminary preparation and application work of the project, which affected the project progress. Huang Chunyu, as the Secretary of the Party Group and Director of the County Forestry Bureau, lacked a strong sense of purpose and failed to perform his duties effectively, and was warned and punished within the party; Wei Shengsheng, as the deputy director of the county forestry bureau, failed to fully implement the work in charge and received a warning and punishment within the party; Zhang Yihuan, as the head of the Forest Resources Management Department of the County Forestry Bureau, was perfunctory in fulfilling his job responsibilities and received admonishments.

4. Zhang Xiaoling, Deputy Director of Rong'an County Transportation Bureau, Wei Liangchao, former Director of County Highway Management Office, and Liao Li, former Deputy Director, neglected supervision and acceptance of the project implementation, resulting in formality issues. In 2019, during the implementation of the rural road network structure renovation project in Rong'an County, Zhang Xiaoling, Wei Liangchao, Liao Li, and others had a floating work style and did not care or ask whether the project implementation complied with the procedures. In some cases, they blindly agreed to organize acceptance without quality testing, and went through formalities and formalities in the acceptance process. As a result, 11 out of the 14 projects implemented were accepted and deemed qualified without quality testing, and 4 of the security projects were deemed unqualified after supplementary testing. Zhang Xiaoling received a warning and disciplinary action within the party; Wei Liangchao and Liao Li have other disciplinary violations and have been severely warned and dismissed from government positions within the party. Other relevant responsible persons shall be dealt with accordingly.

5. Zheng Guangqiang and Zheng Bin, former members of the Party Committee and Deputy Town Mayor of Yingpan Town, Tieshangang District, Beihai City, Huang Cong, member of the Party Committee and Deputy Town Mayor, Xu Zhenneng, Deputy Town Mayor, and Xu Ping, Deputy Director of the Town Rural Revitalization Office, are pushing forward the project construction to address the problem of procrastination. In October 2019, the Office of the Leading Group for Rural Work of the Beihai Municipal Party Committee, the Office of the Leading Group for Rural Revitalization of the Municipal Party Committee, and the Municipal Agriculture and Rural Bureau issued a notice to select a natural village in Yingpan Town for the construction of a demonstration village for rural revitalization. The Beihai Municipal Finance Bureau provided financial support for the creation of a demonstration village in the village and issued special funds to the Finance Bureau of Tieshangang District in May 2020. Zheng Guangqiang, Zheng Bin, Huang Cong, Xu Zhenneng, Xu Ping, and others did not attach importance to the project progress during the specific implementation process, and did not act or act slowly, resulting in slow progress in the early stage of the project, delayed completion of the later construction progress, slow expenditure of funds, and being recovered by the municipal finance, causing adverse effects and consequences. They were respectively warned and punished by the government.
