Sailing together in the wind and rain, walking hand in hand.
Since the beginning of the flood season, grassroots cadres in various regions have shouldered heavy responsibilities, acted as pioneers, and taken the lead in flood prevention and disaster relief, becoming the "backbone" of the people. The general public actively participates in flood control and disaster relief, restoring production and living order, and accelerating post disaster reconstruction. The cadres and the masses unite and rise up against difficulties, jointly building a strong defense line for flood prevention and disaster relief, and protecting the homeland.
At 2am on August 1st, the National Flood Control Administration officially opened the "Daqing River Dongdian Flood Storage and Detention Zone". The Liubu Village in Xiqing District, Tianjin City is located at the intersection of the Daqing River, Ziya River, and Duliujian River. Part of the village is located within the Dongdian Flood Storage and Detention Area.
"All transfers must be completed before 12:00 noon on the 3rd." After receiving the instruction, the village party secretary Hao Qingshui and more than 100 party members, cadres, and volunteers immediately got busy. A series of work has been carried out in full swing, including going to villages and households for work, relocating and resettling residents, inspecting river embankments, and reinforcing embankments.
"The heavier the task, the more we cannot fall down. The safety of the masses is greater than the sky!" On the afternoon of the 2nd, after all 167 personnel in the flood storage and detention area completed their relocation and resettlement ahead of schedule, Hao Qingshui returned to the work of building the embankment.
"It's better to have ten defenses and nine emptiness than to lose one in case."
On the front line of flood control and disaster relief, grassroots cadres always bear in mind their mission, and decisively evacuate and transfer people from dangerous areas at critical times, ensuring that they should be transferred as soon as possible and as early as possible.
At the end of July, the water level in the Raoyang section of the Hutuo River continued to rise. Party members, cadres, and volunteers from Raoyang County in Hengshui, Hebei Province worked together to transport materials, prepare sand and stones, eliminate risks, and transfer people to protect the safety of residents;
On July 29, rainstorm poured in Zanhuang County, Shijiazhuang, Hebei. Wang Junhui, secretary of the Party branch of Xichenjiazhuang Village, together with village cadres, successfully moved more than 30 villagers from dangerous areas in less than an hour;
On July 30th, Qianshan in Anhui Province launched a Level II emergency response for flood prevention. Grassroots cadres decisively carried out risk investigations and ensured that personnel in dangerous areas should be transferred early and as many as possible. On the same day alone, 252 households and 597 people were transferred;
……
After rainstorm and flood, how to properly resettle the affected people is particularly critical.
"Come on, take the boxed lunch, and here is Mantou." At about 17:00 on August 9, at the resettlement site of Times Middle School in Wuchang City, Heilongjiang Province, Zhang Xiaohong, the headmaster of Wuchang Railway School, was taking the school teachers to deliver dinner to the masses. The boxed lunch was still hot when it was taken out of the incubator and handed to the masses. Wang Hongqin, a villager from Dachen Village, Shahezi Town, Wuchang City, said, "Here, food and housing are guaranteed, and fruits and milk are distributed. We are waiting for the water to recede and go home."
Actively coordinate the centralized resettlement of disaster victims on the site, timely allocate and ensure the sufficiency of basic living materials, and organize disinfection and sterilization the surrounding environment to prevent the spread of epidemic diseases... Each specific measure is only to ensure the basic life of disaster victims.
In the face of disasters, unite and overcome difficulties together.
On August 3rd, at the Jingshi Experimental Middle School in Mentougou District, Beijing, which has been designated as a material transfer center, teachers and classmates rushed to help with the transportation of materials and wrote love wishes on the materials, sending warmth to the people in the disaster area.
On August 7, in Sidi Village, Kaiyuan Town, Shulan City, Jilin Province, disinfection and sterilization personnel from Shulan Disease Control and Prevention Center carried water tanks weighing nearly 40 kg and went door to door carefully disinfection and sterilization. The villagers took out their own generators to draw water for the disinfection and sterilization personnel, which greatly saved the time for water change.
As the floods recede, the work of restoring production and living in the disaster area is rapidly unfolding. On August 17th, the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China made arrangements to "urgently repair damaged infrastructure such as transportation, communication, and electricity", "minimize agricultural losses, ensure national food security", and "accelerate the restoration and reconstruction of public facilities such as schools, hospitals, and nursing homes".
"Electricity has come, tap water has been connected, and communication has been restored." In recent days, the post disaster recovery and reconstruction work in the disaster stricken forest areas of Heilongjiang Province has pressed the "acceleration button", and good news has been coming one after another.
Hu Zhenxiang, a retired employee of Chaihe Forestry Bureau Co., Ltd. of Longjiang Forest Industry Group, drove his own tractor and participated in post disaster reconstruction work with everyone. They formed a volunteer team of more than 30 people, bringing their own tools to help repair flooded roads, damaged houses, and so on. "Although I am getting older, I am not inferior to a young man in my work. In order to restore normal life as soon as possible, let's work hard together," Hu Zhenxiang said.
Many disaster stricken areas organize scientific and technological experts to provide technical guidance on one hand, and guide farmers to strengthen field management to reduce agricultural losses through real measures.
He Yarong, Deputy Director of the Agricultural Technology Extension Service Center in Yushu City, Jilin Province, has been busy in the fields recently. "The current crop growth is in a critical period, and it is recommended to classify and manage according to the lodging situation in the field..." He Yarong carefully inspected and guided farmers to carry out post disaster corn field management, minimizing disaster losses as much as possible.
In Zijingguan Town, Yixian County, Hebei Province, located in the Taihang Mountains, many farmers have completed the replanting of autumn vegetables on the destroyed farmland. Zhang Fengying, a villager from Baijiazhuang Village, said that she has recently sown cabbage seeds in the farmland. The cabbage will mature in November, and "life must move forward.".
As the school season approaches, walking into the Xicaolu Village Committee in Raoyang County, Hengshui, Hebei Province, six students are attending classes and studying here. Wang Haihu, the secretary of the village party branch, told reporters that he and the village cadres had cleaned up their rooms early, turned the village committee into a temporary campus, and made every effort to ensure that students could return to school.
According to statistics from the Ministry of Education, the current flood situation has caused varying degrees of damage to more than 3200 schools in 8 provinces. Currently, most schools have completed the restoration and reconstruction of their original sites to start school, while a few schools have ensured that all affected school students can start offline as scheduled through relocation and resettlement.
With the continuous implementation of various measures, the masses are working together to rebuild their homes and accelerate the restoration of production and life.
