In Xiazhuang Village, Sanpo Town, Laishui County, Baoding City, with the restoration of transportation, electricity, and communication facilities, more than 800 households of villagers and merchants have gradually returned to the village.
Hebei is also accelerating the water withdrawal work in flood storage and detention areas. The Lan Gou Wa flood storage and detention area is one of the seven flood storage and detention areas used in Hebei Province during this round of heavy rainfall. As the water level of the peripheral Bai Gou River drops, the local water conservancy department has excavated a approximately 100 meter long outlet to discharge floodwater into the river. At the same time, Hebei continues to do a good job in resettling the affected population, and the province has organized more than 960 mobile medical teams to provide medical services on the front lines of flood stricken areas.
Beijing is intensifying its recovery and reconstruction work. Focusing on Fangshan, Mentougou, and Changping districts, Beijing has comprehensively launched six special actions, including community dredging, environmental improvement, and drinking water safety. In Fangshan District, the post disaster housing evaluation work is carried out in an orderly manner. As of now, more than 5000 households have completed the assessment. In Mentougou District, rescue forces went to Longquan Town, Wangping Town, Miaofengshan Town and other places today to cooperate with heavy machinery to carry out post disaster dredging and other recovery work.
Key flood discharge channels such as the Daqing River in Tianjin continue to operate at high water levels. As of August 7th, the Central Theater Command Army, Tianjin Garrison, Tianjin Armed Police Corps, and the First Mobile Corps of the People's Armed Police have dispatched approximately 7000 personnel to participate in the flood control and rescue mission of the Daqing River. Tianjin also organized party members and cadres to conduct 24-hour uninterrupted river and embankment patrols in the Daqing River system.
At present, there are still multiple rivers in Northeast China that exceed the warning water level. In Mudanjiang City, Heilongjiang Province, some riverbanks are severely flooded, and the bridge leading out of Qishan Village in Changting Town has been washed away by floods, trapping 71 villagers. The stationed armed police officers and soldiers rushed to the scene with assault boats and rescue equipment. After more than three hours of rescue, all the trapped people were successfully transferred.
As of 8:00 today, 9 rivers in Heilongjiang Province have exceeded the warning water level. Today, the first flood peak of the Songhua River in 2023 is passing through the Jiamusi section. The local authorities are closely monitoring the situation of the flood peak and strengthening prevention measures.
In Jilin, the Lalin River flood peak passed through Fuyu City today. Due to the impact of the flood peak, there was water accumulation on the road surface of the Fuyu section of the Beijing Harbin Expressway. The highway management department took temporary closure measures.
In recent days, Shulan City in Jilin Province has organized various forces to fully promote infrastructure repair work. At present, all users affected by the flood have resumed power supply. As of 11:00 today, a total of 282.2 kilometers of flooded roads have been repaired locally, and 19 blocked road access points have been opened.
In response to the current flood situation, today the Ministry of Finance and the Ministry of Agriculture and Rural Affairs urgently issued 732 million yuan in agricultural production disaster prevention and relief funds to support 9 provinces including Beijing, Tianjin, Hebei, Jilin, and Heilongjiang in carrying out agricultural flood prevention and relief work and post disaster agricultural production recovery. They will provide appropriate subsidies for purchasing seeds, fertilizers, pesticides, and other materials and operational services required for post disaster agricultural production recovery, as well as for repairing damage to agricultural production facilities.
According to data from the State Administration of Financial Supervision and Administration, as of this morning, insurance institutions in 16 disaster stricken areas including Hebei, Beijing, and Heilongjiang have received 207900 insurance reports, with an estimated loss amount of 7.131 billion yuan. Currently, 68600 compensation cases have been paid. In terms of agricultural insurance, for areas with severe disasters and inaccessible areas, satellite and drone remote sensing are used for surveying and loss assessment.
