On August 2nd, the National Disaster Reduction Commission and the Ministry of Emergency Management raised the national disaster relief emergency response level to Level III in response to the severe flood disaster in Hebei. Affected by flash floods, the Songshuling Tunnel on Jingkun Road in Fangshan District, Beijing was interrupted, and a large amount of water accumulated inside the tunnel. On the early morning of August 2nd, officers and soldiers of the Beijing Armed Police Force stepped out in accordance with orders, drained the accumulated water in the tunnel, and rescued 7 trapped people. As of now, the officers and soldiers of the Beijing Armed Police Force have searched, rescued, and transferred more than 3000 people affected by the disaster, and drained 60000 cubic meters of accumulated water.
At 17:30 on August 2nd, passengers of train K1178 who were previously stranded at Yanhecheng Station arrived safely at Beijing North Station. The reporter learned from China Railway Group that the railway department has successfully connected the upstream Shacheng to Jiuzhuangwo line of the Fengsha Line, and all passengers of the K396, Z180, and K1178 stranded trains have safely transferred out. The railway department has opened up a dedicated green channel for arriving passengers and arranged for their evacuation.

The Hebei Provincial Prevention and Control Office has arranged for the Hebei Provincial Emergency Material Supply Center to transport flood prevention materials to support disaster stricken areas in carrying out emergency rescue work. As of 8:00 am on August 2nd, the Emergency Supplies Supply Center of Hebei Province has transported 4906 units of 8 varieties, including assault boats and life jackets, to disaster stricken areas such as Baoding, Hengshui, and Langfang for emergency rescue.

Strengthen overall planning, command and dispatch, and properly resettle the disaster stricken population
Under the guidance of the National Flood Control Administration, Hebei and other provinces and cities such as Beijing, Tianjin, and Jin have shared information and coordinated scheduling, coordinating and scheduling the peak shaving and blocking of 32 large and medium-sized reservoirs, gradually opening up flood storage and detention areas, and reducing floods by 1.8 billion cubic meters.
