On the basis of organizing and carrying out legal education on personal information protection for chain catering enterprises in the early stage, on July 17th, the Shanghai Cyberspace Administration, the Municipal Market Supervision Bureau, and the Municipal Commission of Commerce supported the Shanghai Consumer Protection Commission and the Municipal Catering and Cooking Industry Association in formulating and releasing the "Shanghai Online Dining Service Consumer Personal Information Protection Compliance Guidelines", which proposed specific compliance requirements and operational guidelines for catering operators to collect, use, and store consumer personal information in different scenarios of online ordering, in order to effectively improve the level of consumer personal information protection in the catering industry.
There are a total of 18 compliance guidelines for the protection of personal information of online ordering service consumers in Shanghai, which will be implemented from July 18, 2023.

Previously, in order to rectify the chaos related to personal information protection and respond to the concerns of netizens, on June 16th, the Shanghai Cyberspace Administration and the Municipal Market Supervision Bureau jointly launched the "Bright Sword Pujiang · Special Law Enforcement Action for the Protection of Personal Information Rights and Interests in the Consumer Field". In response to the widespread illegal and irregular behavior of excessive collection, frequent inducement, and even forced solicitation of non essential personal information from consumers in the catering industry, the online information departments at the two levels of Shanghai city, together with market supervision departments, have taken unified action and concentrated efforts to conduct comprehensive inspections and guide enterprises to rectify various problem clues such as inspections and reports from netizens. 45 relevant catering operators have been interviewed, and more than 35000 nationwide chain catering stores involved in the problem clues have completed rectification.
