On August 1st, a staff member of a comprehensive administrative law enforcement bureau under the jurisdiction of Kunshan City Urban Management Bureau in Suzhou responded to Upstream News. Mr. Liu previously posted on a third-party social media platform's personal page that law enforcement officers did not install cameras for facial recognition at the garbage station, but sent a text message only after seeing his phone information on the discarded express bag. He claimed that he did not classify and dispose of garbage according to regulations, and was fined 50 yuan. Mr. Liu also stated that he misunderstood the issue of credit reporting. The text message was about credit punishment, not credit reporting. The staff also told him that credit penalties are not actually imposed.
Mr. Liu's SMS screenshot shows that his failure to classify and dispose of household waste according to regulations has been captured and saved. The SMS claims that he is suspected of violating the Suzhou Municipal Household Waste Classification Management Regulations... If he fails to accept investigation or explain the situation within the time limit, he will be reported to the higher-level department in accordance with relevant laws and regulations for "credit punishment".

However, the regulations do not provide for the implementation of credit penalties. On August 1st, a staff member of the Comprehensive Administrative Law Enforcement Bureau under the jurisdiction of Kunshan City Urban Management Bureau responded to Upstream News reporters, saying, "It will not affect personal credit. Even if you do not come to investigate or handle it in a timely manner, it will not have any impact on personal credit." Regarding the question of why the content of the text message is described in this way, the above-mentioned staff member said, "The content of the text message is sent by the bureau's platform, with the aim of making everyone comply with the garbage classification management regulations and fulfill their obligation to classify and dispose of household waste."
