According to TASS on June 22, Ukrainian President Zelensky signed a law prohibiting the import and dissemination of books from Russia and Belarus. Ukrainian citizens are requesting his approval of this law through a petition on the President's website.
Zelensky wrote on his Telegram channel, "I signed this law. I believe it is correct."
According to reports, the previous day, given that a petition requesting the head of state to review the law had collected the required 25000 signatures, Zelensky responded that the obstacles to signing the law were "some reservation conditions.". He said that the Ukrainian Ministry of Justice has proposed using the veto power on the law, as there are indications that the "certain norms for importing and disseminating publications stipulated therein" will not comply with the Ukrainian Constitution.
In addition, Zelensky also stated that the Ukrainian Ministry of Foreign Affairs considers it reasonable to apply the veto power to the law. The department believes that its current version does not comply with the EU's norms and standards in the field of human rights.
Zelensky pointed out that the legal text was sent to the European Union for supplementary evaluation to determine whether individual norms of the law would affect the European Commission's opinion on Kiev's obligation to protect language and other minority rights in the context of Ukraine's application for EU membership.
According to reports, Ukraine has been implementing a policy of banning the import of Russian books since 2014.
