Since June 20, there have been heavy rainfall processes in the southern part of the eastern part of southwest China, Jiangnan, South China and southern Hubei, covering an area of 3000 square kilometers, 293000 square kilometers and 929000 square kilometers respectively with rainstorm of more than 250 mm, 100 mm and 50 mm. The cumulative maximum rainfall is 572 mm in Xiatai Town, Qingyuan, Guangdong, 379 mm in Xima, Dehong, Yunnan, and 370 mm in Longluo, Hechi, Guangxi. Affected by heavy rainfall, 16 rivers including Yingde section of the main stream of the Beijiang River in Guangdong and its tributaries Bajiang, Mengjiang and Hejiang, tributaries of the Xijiang River in Guangxi, Juanshui, a tributary of the Xiangjiang River in Hunan, Sixia River, a tributary of the Ganjiang River in Jiangxi, and Mudi River, a tributary of the Lujiang River in Yunnan, experienced over warning floods, with a maximum over warning range of 0.01-2.06 meters. The Ministry of Water Resources closely monitored the process of this round of large-scale heavy rainfall. On June 19, it launched the Level IV emergency response for flood prevention in 10 southern provinces, insisted on daily consultation, analyzed and judged the development trend of the flood situation, issued a notice to urge and guide the local authorities to do a good job in rainstorm and flood prevention and response; Promptly issue warnings based on the forecast of heavy rainfall, and issue "one province, one order" to provinces covered by heavy rainfall on a daily basis, reminding them to do a good job in safe flood control of reservoirs, prevention of floods and mountain floods in small and medium-sized rivers, and real-time tracking of defense work dynamics in various regions; Five working groups were dispatched to Jiangxi, Hubei, Hunan, Guangxi, and Guizhou to assist and guide flood prevention work. During the Dragon Boat Festival holiday, various river basin management agencies and local water conservancy departments at all levels adhere to consultation, judgment, and duty observation, rolling the implementation of the "four pre" measures for forecasting, early warning, and rehearsal plans, scientifically and finely scheduling the use of reservoirs such as the Three Gorges, Danjiangkou, Datongxia, and Feilaixia to intercept floods and reduce peaks, while ensuring flood safety, effectively reserving flood resources for later drought resistance, irrigation, and supply. At present, Guangxi and Hunan maintain level III emergency response for flood prevention, and Zhejiang, Fujian, Jiangxi and Yunnan, as well as the River Committee, the the Pearl River Committee and the the Taihu Lake Lake Bureau, the Ministers of Water Resources, maintain level IV emergency response for flood prevention.
It is expected that this round of heavy rainfall will last until June 25, and major rivers such as Guijiang River, the main stream and tributary of Xijiang River in the the Pearl River Basin, the upper and middle reaches of Xiangjiang River in the Dongting Lake water system, Le'an River in the Poyang Lake water system and other major rivers may experience floods close to the warning level, and some small and medium-sized rivers in the rainstorm area may experience major floods. The Ministry of Water Resources will continue to closely monitor the development trend of flood control, strengthen the implementation of flood control responsibilities, implement various defense measures in detail, and make every effort to ensure flood control safety.
