At around 9:00 am on September 2nd, a reporter from Red Star News arrived at Tongle Community in Beimu Town, Dongxing District, Neijiang City, where the incident occurred. They found that the water well was located next to a villager's courtyard dam, and a warning line had been set up around it. Many villagers on site were discussing the matter. Several villagers reported that on the evening of September 1st, a family member surnamed Huang accidentally dropped their phone into a well. After draining some of the well water, they carried an electric battery and went down to retrieve their phone, suspected of being electrocuted. After the on-site personnel called for help, two adjacent villagers went down to the well for rescue, suspected to have also been electrocuted.
Some villagers also said that when the incident occurred, two people were preparing to go down the well to rescue, but fortunately they were persuaded to stop. After the incident, someone reported to the police, and the police and firefighters rushed to the scene for rescue. Unfortunately, the three people underground were rescued and unfortunately died.

A relative of the victim also said that at around 18:00 on September 1st, a 50 year old man surnamed Huang carrying a battery went down to the well to retrieve his phone. Before the incident, his wife accidentally dropped his phone into the well while washing things by the well. The two people who went down to the well to save the person were 54 years old and 58 years old respectively.
On that day, the relevant person in charge of the Tongle Community Neighborhood Committee confirmed to the Red Star News reporter that the villager surnamed Huang was the first to go into the well. Before the incident, his wife's phone fell into the well and she called him to go and retrieve it. Due to the depth of the well being several meters, he drained some of the water, leaving only about one meter deep to be drained. "I don't know why, he just took the battery down." For what specific battery is it? The person in charge said that he did not see it either. The police officers at the police station were preparing to retrieve the battery.
The person in charge also stated that later two other villagers saw it and went to rescue it. Unfortunately, all three unfortunately died. The ages of the three men are 50, 54, and 58, respectively.
