According to the public resume, Sheng Wenjun was born in December 1969 and initially worked in Jiayu County. In 2003, he served as a member of the Standing Committee of the Chibi Municipal Party Committee and Chairman of the Municipal Federation of Trade Unions. In 2006, he also served as the Minister of the Propaganda Department of the Chibi Municipal Party Committee.

In 2009, Sheng Wenjun was appointed as a member of the Standing Committee of the Chibi Municipal Party Committee, Secretary of the Political and Legal Affairs Committee, and Director of the Municipal Public Security Bureau. In June 2011, he also served as the Minister of the Organization Department of the Chibi Municipal Party Committee, and in October of the same year, he became the Deputy Secretary of the Chibi Municipal Party Committee.

Xiang Bin, former secretary of the Qianjiang Municipal Party Committee, was born in June 1970 and has since served as the deputy secretary of the working committee of the directly affiliated organs of the Hubei Provincial Party Committee.
