Recently, with the approval of the Central Committee of the Communist Party of China, the Central Commission for Discipline Inspection conducted a case review on the dereliction of duty and responsibility of Huang Zhiqiang, an alternate member of the 20th Central Committee, a member of the Standing Committee of the Inner Mongolia Autonomous Region Party Committee and Vice Chairman of the Government, and Dai Qin, Vice Chairman of the Inner Mongolia Autonomous Region Government, in the "2.22" special major collapse accident of the open-pit coal mine of Alxa Xinjing Coal Industry Co., Ltd. in Inner Mongolia.
After investigation, the accident was a particularly serious production safety responsibility accident, which is the result of the long-term development and accumulation of the problem. The Party committees, governments, and relevant functional departments of Inner Mongolia Autonomous Region and relevant local areas are all responsible.
Comrade Huang Zhiqiang, as a member of the Standing Committee of the Inner Mongolia Autonomous Region Party Committee and Vice Chairman of the Government in charge of the energy department and safety production, has a gap in implementing the instructions and requirements of the Party Central Committee and the State Council on safety production. He has neglected management and supervision of the coal industry management and regulatory departments in the autonomous region for failing to fulfill their responsibilities in coal mine safety supervision. He bears important leadership responsibilities for accidents and should be held seriously accountable.
Comrade Dai Qin, during his tenure as the leader and secretary of the League Committee of Alxa League from September 2018 to February 2023, neglected to manage and inspect the issues of the Alxa League's administration and relevant units and departments failing to fulfill their safety production responsibilities and safety production supervision responsibilities seriously. He also failed to implement the requirements of "party and government responsibilities, dual responsibilities" for safety production, and bears important leadership responsibilities for accidents. He should be held seriously accountable.
In accordance with the Regulations of the CPC on Accountability, the Regulations of the CPC on Disciplinary Punishment and other relevant provisions, the Standing Committee of the Central Commission for Discipline Inspection has studied and reported to the Central Committee of the Communist Party of China for approval, and has decided to give Comrade Huang Zhiqiang and Comrade Dai Qin intra party warning respectively.
