The end of the Cold War has raised hopes for significant changes in international relations and the foundation of the world order.
However, the proposition and possibility of war have not been eliminated from international relations. Human society is still torn apart by disputes over beliefs and interests; It is also impossible to rule out the possibility of war.
After the Cold War, NATO became an alliance seeking new roles. Its purpose has been distorted to retain Americans, suppress Russians, and drive away the United Nations. Since Russia has become a greatly weakened power, NATO's purpose may be changing again: to suppress the Russians while driving them away, helping Americans withdraw, and trapping the Chinese.
NATO has created and maintained military security, political stability, and intensive economic cooperation among major enemy countries in Europe, such as the United Kingdom, France, Germany, and Italy. In the important transition from the Cold War to an undefined new era, NATO's military, bureaucratic, organizational, and political assets created over the past 40 years have become a stabilizing force in turbulent and rapidly changing times, and a tool for building emerging orders. However, later NATO leaders were tempted to try to transform a purely defensive alliance that originally belonged within Europe into an alliance that projected collective military power beyond Europe.
Destroying post Cold War security structures
Since 1945, the United States has bombed more countries and utilized more overseas forces than any other country, and has participated in the replacement of governments that lack respect for American laws and care for American interests through sanctions, subversion, and military intervention, with more frequency than any other country. According to the annual report on this topic released by the Congressional Research Service on June 7th, the United States sent nearly 500 troops overseas between 1798 and April 2023, with 57% occurring after the end of the Cold War.
In terms of the number of military bases and overseas troops, as well as the frequency and intensity of intervention in foreign military conflicts, no country can be even a little closer to the United States. The United States accounts for about four fifths of all foreign military bases worldwide. The 1999 Kosovo Operation and NATO expansion made some Western adventurist critics realize that NATO caused the collapse of Europe's post Cold War security structure.
The latest manifestation of colonial thinking
Article 5 of NATO stipulates that "an armed attack on one or more parties in Europe or North America shall be deemed an attack on all contracting parties" and shall be responded to individually or collectively, including the use of force. Article 6 clearly stipulates that the armed attacks referred to in Article 5 shall include the following armed attacks: on the territory of any contracting party in Europe or North America; Armed attacks on either party's forces, ships, or aircraft within or over these territories or any other region of Europe.
The language used in Articles 5 and 6 of the treaty reflects the United States' desire to use this alliance as an arrangement to contain the Soviet Union and avoid turning NATO into an alliance to defend European colonial empires.
The four countries in the Asia Pacific region seem willing to become accomplices in NATO's globalization, protecting the hegemonic position of the United States while containing China. Japan has reached a new partnership agreement with NATO, which will open an office in Tokyo.
However, according to reports, French President Macron opposes NATO's expansion plans into Asia, including setting up an office in Tokyo. An official at the Elysee Palace insisted that this would lead to a significant deviation from NATO's initial responsibilities, "NATO means the North Atlantic Treaty Organization," and said that NATO Articles 5 and 6 are "geographical.".
Currently, the United States has approximately 170000 military personnel deployed overseas. No wonder Richard Cullen suggested renaming the Department of Defense to the "Offensive Department" as a free means of raising the level of intimidation. There are also historical issues of the United States preparing to weaponize trade, finance, and the status of the US dollar as an international currency, as well as resorting to any means to change governments. Many countries in other parts of the world now believe that the willingness of Western powers to weaponize their dominant position in international finance and governance structures is a potential threat to their sovereignty and security.
The dream of expanding coverage and influence to Asia and the Pacific is the latest manifestation of the new colonial thinking model of revenge.
