To apply the Party's innovative theory, focus on breaking through the main contradictions, and accelerate the construction of a new development pattern, it is necessary to accurately grasp the "six musts".
1. Adhere to the principle of putting the people first and strive to improve their quality of life
The people are the creators of history, and human history is the continuous development and enrichment of human needs and production activities that meet them. The materialist view of history holds that "history is merely the activity of those who pursue their own goals," and this activity is "for their own needs.". People engage in material production activities to meet their own needs and generate new ones, constantly forming a rich and progressive system that includes survival needs, possession needs, self realization needs, and comprehensive development needs. In capitalist society, productivity is liberated in the process of meeting the needs of the ruling class, but it does not bring about human liberation. Working for the interests of the majority is a distinctive feature of Marxist political parties. Adhering to the supremacy of the people is an important thought of Marxist classical writers and the CPC, which comes down in one continuous line and keeps pace with the times.
Adhering to the principle of putting the people first requires us to actively respond to and meet the growing needs of the people for a better life. With the entry of socialism with Chinese characteristics into a new era, the main contradiction in Chinese society has transformed into a contradiction between the growing needs of the people for a better life and unbalanced and insufficient development. The needs of the people show diverse, multi-level, and multifaceted characteristics, and personalized and diversified consumption has gradually become mainstream. The people's needs related to quality of life, such as education, social security, medical care, and living environment, are gradually upgrading. The upward development needed is an inexhaustible driving force for the continuous progress of productivity, with the fundamental goal of meeting the growing needs of the people for a better life. Accelerating the construction of a new development pattern is to strive to make people's lives better, and continuously enhance their sense of gain, happiness, and security.
2. Adhere to self-confidence and self-reliance, and consolidate the main position of the domestic circulation
The development of the world market has made every nation dependent on the transformation of other nations. While the achievements of capitalist social civilization have spread to other regions, they have also relied on the capitalist economic order through an unequal "center periphery" world order, resulting in "underdeveloped development" for most underdeveloped countries and regions. As a socialist country, China must eliminate its dependence on capitalist countries, maintain its independence and subjectivity, and achieve a high level of self-reliance and self-improvement. Accelerating the construction of a new development pattern, promoting unobstructed domestic circulation, and relying more on the domestic market for production, distribution, exchange, and consumption, is necessary to solidify the foundation of China's economic development, enhance the security and stability of development, ensure that the great rejuvenation of the Chinese nation is not delayed or even interrupted, and successfully achieve the goal of building a socialist modernized strong country in all respects.
The practice of socialism with Chinese characteristics has never had a textbook, and there is no ready-made answer to building a new development pattern on the great journey of the new era. China, with a population of over 1.4 billion, has entered a modern society, exceeding the total population of existing developed countries. Its difficulty and complexity are unprecedented, and it is difficult to find ready-made solutions to current economic problems from existing theories and historical experiences. 3. Adhere to integrity and innovation, and improve the socialist market economy system
The materialist view of history holds that "people create their own history, but they do not create it freely, not under the conditions they choose, but under the conditions they directly encounter, establish, and inherit from the past.". People should actively understand and transform the world while following the objective development laws of things.Adhering to the objective laws of historical development, we must not deviate from Marxism and socialism, and ensure that we do not lose our direction or make subversive mistakes; Innovation means adhering to historical initiative, constantly understanding new laws, keeping up with the times, promoting theoretical innovation, practical innovation, institutional innovation, cultural innovation, and other aspects of innovation, in order to grasp and lead the times.
The socialist market economy system is a great initiative of the CPC to adhere to integrity and innovation. The CPC unifies the adherence to Marxism and the development of Marxism, strives to explore the laws of the development of the socialist market economy, and continues to reform, innovate, and forge ahead. Adhering to the principles of integrity and innovation, and building a high-level socialist market economy system are essential for building a new development pattern. 4. Adhere to problem orientation and correctly understand the bottlenecks in the national economic cycle
The problem is the voice of the times and the manifestation of contradictions in things. The internal contradictions of things drive the continuous development and change of the objective world. Adhering to problem orientation means acknowledging the universality and objectivity of contradictions, grasping the main contradictions and their main aspects in work, and using understanding and resolving contradictions as a breakthrough to open up the work situation. The prerequisite for building a new development pattern is to have a correct understanding of the problems and bottlenecks in the national economic cycle, and to grasp the main contradictions and aspects of the current economy. The development of human society has always faced the contradiction between the need for material resources and the production of material resources that meet these needs. In a market economy, productive enterprises, as the main body organizing the production of material resources, can their products meet the needs of the people, which is the most fundamental factor determining the smooth operation of the cycle. At different stages of economic development, contradictions with production need to be manifested in different forms and form specific economic problems.
The main contradiction in current Chinese society lies in the supply side, manifested as three key issues: supply mismatch with demand, technological resource bottleneck, and overcapacity. Since the reform and opening up, Chinese enterprises have adopted a large-scale production method to produce standardized module components, which matches the strong market demand abroad and promotes domestic production expansion, employment increase, and income increase. However, the rigid nature of large-scale production methods makes them less adaptable to diversified and personalized demands. With weak external demand and increasingly personalized and diversified domestic consumption, the socio-economic conditions supporting large-scale production methods have changed, and the supply system is no longer adapted to the demand structure. The large-scale production mode not only fails to adapt to the personalized and diversified transformation of demand, but also restricts China's key core technologies to the West and relies heavily on imports for resources and energy. To build a new development pattern, we must make great efforts to solve these problems.
5. Adhere to a systematic concept and promote the construction of a new development pattern as a whole
Things rely on and constrain each other, forming a unified whole with internal connections. Only by observing things from a universally connected, comprehensive, and evolving perspective can we grasp the laws of their development. In a dynamic system of economic cycle, the purchase, production, and sales stages of enterprises transform and constrain each other, and any stagnation in any stage will lead to the overall cycle stagnation. In the economic cycle, the process of enterprises hiring workers and purchasing means of production is also the process of workers receiving wages and other enterprises obtaining profits; The process of a company selling products to gain profits is also the process of people consuming; The process of organizing means of production for enterprises and workers to carry out production is also the process of employment for workers and the use of means of production. Therefore, it is necessary to start from this universal interaction and systematically promote the construction of a new development pattern from a holistic perspective.
In the process of building a new development pattern, it is necessary to adhere to systematic planning and coordinated promotion. This requires mastering the overall and overall nature of the economic cycle, grasping the relationships between the overall and local, current and long-term, macro and micro, main and secondary contradictions, special and general, highlighting key issues, and combining the strategy of expanding domestic demand with deepening supply side structural reform, so that different strategic measures can complement each other and be systematically promoted. 6. Adhere to a global perspective and implement high-level opening-up to the outside world
The new development pattern is not a closed domestic single cycle, but an open domestic and international dual cycle, aimed at opening up space for China's economic development and adding impetus to the recovery and growth of the world economy. Building a new development pattern requires achieving a higher level of opening up to the outside world, relying on a strong domestic economic circulation system and a stable foundation, to better connect the domestic and international markets, attract global resource elements through the domestic circulation, better utilize both domestic and international markets and resources, improve the ability to allocate resources globally, better strive for strategic initiative in open development, promote the transformation from commodity and factor flow oriented opening to rule-based institutional opening, implement larger scope, wider fields, and deeper levels of opening up to the outside world, promote peaceful development, open development, cooperative development, and common development of countries around the world, and ensure that development achievements fairly benefit different countries and people.
