On the one hand, we should highlight the key points of defense, continuously carry out hidden danger investigation and rectification, especially focus on key areas and weak links of defense, do a good job in personnel evacuation, and minimize casualties and disaster losses. At the same time, we must adhere to both flood prevention and disaster relief measures, with both hands being firm. Properly resettle the lives of disaster stricken people, increase the investment of disaster relief funds and materials, provide detailed and practical service guarantees for centralized resettlement sites, effectively guarantee basic living needs such as food, accommodation, and medical treatment, sincerely care for and properly resettle disaster stricken people, and restore production and living order as soon as possible.
Focus on "prevention", play the first move well, and take the initiative in battles. By doing more flood prevention preparation work and conducting a more detailed investigation of safety hazards, we can strengthen the public's safety guarantee. Further enhance the ability to "prevent", make sufficient preparations, and continuously strengthen risk awareness with a mindset of "it is better to prevent nine out of ten situations than to prevent accidents" and "it is better to be prepared but not used, not available but unprepared". Scientifically predict various disaster risks that may occur during the flood season, and always maintain a high level of vigilance. At the same time, by doing a good job in various contingency plans and implementing basic work, we can grasp the initiative and win the initiative battle. By strengthening real-time monitoring of rain, water, and mountain flood disaster risks, strengthening emergency response, and preparing emergency plans, we ensure that flood prevention and control materials, personnel, and measures are fully prepared, and can respond more sensitively to flood situations, winning opportunities for flood prevention and disaster relief, and truly achieving early detection, disposal, and resolution of risk hazards.
Flood prevention work is related to the safety of the people's lives, and there is no room for any complacency or negligence. The flood situation not only tests the disaster prevention and relief systems and emergency response capabilities of various levels and departments, but also tests the patriotism and responsibility of party members and cadres at all levels for the people.
